Job Purpose The purpose of the Payroll Administrator is integral to the payroll function, expertly managing both union and non-union payroll processes. This role demands a high level of accuracy, timeliness, and compliance with complex regulatory requirements across multiple jurisdictions. Beyond payroll processing, the Payroll Administrator oversees payroll tax management, government reporting, and the handling of confidential information, while generating insightful payroll reports that aid in strategic management decision-making. What You'll Do Expertly gather, review, and process diverse payroll data from various sources, ensuring strict compliance with collective bargaining agreements and company policies. Input employee hours, wages, deductions, bonuses, and other pertinent information into the payroll system with precision. Calculate payroll amounts, including wages, overtime, premiums, and deductions, adhering to union agreements and regulatory mandates. Efficiently process employee changes, direct deposits, terminations, wage adjustments, and personal information updates within the payroll system. Oversee the processing of direct deposit requests and ensure accurate uploads to the Bank ARP system. Manage payroll taxes for multiple states, ensuring timely weekly/monthly processing. Validate and process employee garnishments, including prompt payments to State Disbursement Units (SDUs). Conduct thorough verification and management of employee Paid Time Off (PTO) accounts. Calculate and process union health and welfare benefit payments in strict accordance with collective bargaining agreements and regulatory standards. Collaborate with accounting team to ensure accurate and timely contributions to union health and welfare benefits. Maintain comprehensive records of union health and welfare payments, ensuring compliance with all reporting requirements. Prepare and submit certified payroll reports in compliance with prevailing wage laws and regulations. Ensure accurate recording and reporting of wage rates, fringe benefits, and other relevant information for certified payroll purposes. Collaborate with project stakeholders to collect and verify certified payroll data. Update payroll records and execute routine changes to employee data as necessary, maintaining the highest standards of accuracy. Investigate and resolve discrepancies in payroll processing, ensuring integrity in payroll records. Prepare and submit reports and forms required by the IRS and other regulatory bodies, including ad hoc reports as requested by management. Serve as a primary point of contact for employee inquiries regarding union and non-union payroll, providing timely and accurate responses and resolving issues as needed. Educate employees on payroll processes, collective bargaining agreements, and benefit deductions, fostering a clear understanding of their entitlements. Ensure rigorous adherence to all payroll processing procedures and policies, maintaining the confidentiality of payroll and employee information. Manage various government reporting requirements with accuracy and timeliness, addressing correspondence from the Employment Development Department (EDD) as necessary. Conduct employment status verifications upon request from external parties. Execute administrative tasks related to payroll documentation and stay informed on federal, state, and local regulations impacting union payroll processing. Reconcile payroll general ledger accounts, ensuring accuracy and completeness in financial reporting. Generate and analyze payroll reports for management, providing insights to inform strategic decision-making. Prepare and submit government reports, maintaining compliance with all relevant regulations and updates. Actively participate in gathering payroll information for external audits and assist in preparation efforts. Perform any other job-related duties or function as assigned by management. What You'll Bring High school diploma or equivalent 4+ years of experience in payroll processing, including experience with both union and non-union payroll. Strong attention to detail to ensure accurate processing of payroll data, including wages, deductions, and benefits, while adhering to collective bargaining agreements and regulatory requirements. Proficiency in preparing and submitting payroll reports, certified payroll reports, union health and welfare benefit reports, and other required documentation to regulatory agencies and union representatives. Strong mathematical skills to accurately calculate payroll amounts, including wages, overtime, premiums, deductions, and benefit contributions, in accordance with union agreements and regulatory requirements. Proficiency in Microsoft Office Suite (Excel, Word, Outlook): Ability to use spreadsheet software (Excel) for data entry, analysis, and reporting, as well as word processing software (Word). Experience with payroll reporting and analysis. Experience reconciling payroll GL accounts. Knowledge of federal, state, and local regulations governing union payroll processing, certified payroll reporting, and union health and welfare benefits. Thorough understanding of multi-state payroll tax regulations and compliance requirements. Ability to effectively communicate with employees, managers, and external stakeholders to address inquiries, resolve issues, and provide guidance on payroll matters. Capacity to research and resolve errors or discrepancies in payroll processing, certified payroll reporting, and employee inquiries. Dedication to providing timely and accurate support to employees regarding union payroll inquiries and issue resolution, fostering positive employee relations. Commitment to maintaining confidentiality of payroll and employee information in compliance with organizational policies and legal requirements. Ability to prioritize tasks, meet deadlines, and manage multiple responsibilities efficiently in a fast-paced payroll processing environment. Flexibility to adapt to changing priorities, procedures, and regulations governing union payroll processing and compliance requirements. Capability to analyze payroll data, including hours worked, wages, deductions, and benefits, to ensure accuracy and compliance with collective bargaining agreements and regulatory standards. Capacity to conduct research on payroll-related matters, prevailing wage laws, collective bargaining agreements, and government reporting requirements to ensure compliance and accuracy in payroll processing. Ability to participate in and support external audits.
