This role is responsible for payroll execution, certified payroll reporting, labor compliance, employee record maintenance, and coordination with superintendents, unions, and regulatory agencies. The Payroll Specialist ensures payroll operations function smoothly and independently, supporting compliance, accurate labor reporting, and effective communication with field leadership and external partners. Key Responsibilities Payroll Processing & Administration Process weekly payrolls across multiple states and union jurisdictions Manage payroll withholdings, auto-deposits, deductions, and employee record updates Enter, update, and maintain payroll data in Spectrum Process new hires, terminations, and classification or employee number changes Prepare and distribute payroll-related communications to superintendents and leadership Serve as phone backup and main point of contact for payroll related inquiries Compliance, Union & Regulatory Reporting Prepare and submit weekly certified payroll reports Track and report Davis-Bacon hours and submit required Davis-Bacon communications Process E-Verify for new hires Manage OSHA cards, apprentice certificates, and labor documentation Complete weekly Missouri New Hire reporting Prepare quarterly annuity reporting and bi-annual retention reporting Support monthly OCIP and workforce utilization reporting Maintain compliance across 26+ union payrolls in 36+ operating states Employee Records & Personnel Support Maintain employee master data including addresses, classifications, and benefit deductions Manage 401(k), union dues, COPE, and related benefit deductions Prepare new hire packets and distribute documentation to out-of-town superintendents Process termination documentation and distribute required notices to local unions Respond to personnel requests including employment verifications, experience verification forms, and pay stub requests Track manpower lists for large or designated projects Data Management & Documentation Save, archive, and maintain payroll reports in accordance with retention policies Purge employee records in accordance with seven-year retention requirements Delete images and notes after documentation is saved to the system Distribute payroll PSA communications to reinforce payroll procedures Qualifications Required 3+ years of payroll processing experience in a multi-state or union environment Strong understanding of payroll compliance, certified payroll, and labor reporting High attention to detail and ability to manage strict payroll deadlines Strong communication skills with field leadership and external partners Proficiency with payroll and accounting systems Strongly Preferred Construction or union payroll experience Experience managing payroll across multiple states and union jurisdictions Culture and Benefits Work Environment and Culture Full-time office-based Fast-paced environment supporting multiple projects simultaneously Safety-first, people-focused organization Benefits Competitive salary (based on experience) Employee Stock Ownership Plan (ESOP) Discretionary profit-sharing program 401(k) plan with employee pre-tax and Roth deferral options Medical Insurance Dental Insurance Vision Insurance Paid Time Off Paid Holidays We are an equal opportunity employer, and all qualified individuals are encouraged to apply.
