Job Description
GENERAL PURPOSE
The Payroll Coordinator performs payroll processing for the City of Urbana. This position ensures the accurate and timely administration of payroll, including processing wages, deductions, and maintaining payroll records in compliance with applicable regulations. Serves as the primary contact for payroll-related inquiries and coordinates payroll activities with Finance and Human Resources as needed.SUPERVISION RECEIVED
Works under the general supervision of the Director of Finance. May receive task-specific guidance from the Human Resources Manager.SUPERVISION EXERCISED
None.ESSENTIAL DUTIES AND RESPONSIBILITIES
- Processes the City's biweekly payroll, including calculating and verifying employee timesheets and completing direct deposit batches.
- Maintains and updates payroll data, including employee earnings, deductions, and direct deposit information.
- Assists in processing new hire entries, wage adjustments, and other payroll-related changes in the payroll system.
- Calculates and processes payroll deductions, including benefits, pensions (OPERS, OP&F), garnishments, and other withholdings.
- Tracks accruals for sick, vacation, personal, and compensatory time, and processes routine payroll changes such as pay adjustments.
- Maintains payroll records and ensures documentation is complete and in accordance with record retention requirements.
- Prepares employment verification letters and responds to wage-related requests or forms
- Reviews payroll data for accuracy and resolves discrepancies in a timely manner.
- Responds to employee inquiries regarding pay, deductions, and payroll procedures.
- Assists with preparation of payroll reports, tax filings, and year-end documentation.
- Assists with payroll-related audits, reconciliations, and reporting.
- Performs related work as required.
PERIPHERAL DUTIES
- Maintains effective working relationships with all departments.
- Provides general administrative support to Finance and HR staff as needed.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
- Graduate of an accredited two-year college or university with a degree in Accounting, Finance, Business Administration, or a closely related field; or an equivalent combination of education and experience.
- One (1) year of payroll processing experience.
Preferred Qualifications:
- Experience in municipal government or public sector payroll/Finance. Necessary Knowledge, Skills and Abilities
- Working knowledge of payroll practices and procedures.
- Familiarity with payroll systems, data management and time tracker.
- Proficiency in Microsoft Office Suite (Outlook, Word, Excel).
- Strong attention to detail and accuracy.
- Ability to maintain confidentiality of sensitive information.
- Ability to apply established procedures and exercise sound judgment in payroll processing.
