We are seeking a Financial Systems Consultant to provide expert federal financial management and procurement systems support to the Court Services and Offender Supervision Agency (CSOSA). In this role, the Financial Systems Consultant will work directly with agency financial management, program, and procurement staff to resolve system issues, manage enhancements, and ensure compliance with federal financial reporting requirements.
Work Location:
Washington, DC Metro Area (DMV). Candidates outside of the DMV area will not be considered.
General Duties:
Financial System Support & Issue Resolution:
Provide hands-on, day-to-day support to CSOSA financial management, program, and procurement staff in resolving Oracle Federal Financials (OFF) and related system issues.
System Enhancement Management:
Manage financial management and procurement system enhancements in coordination with Federal Shared Services Providers (SSPs) and agency stakeholders; analyze user requirements and define new or revised system requirements.
Federal Reporting & Compliance:
Apply thorough knowledge of federal financial management and procurement procedures to ensure system controls meet compliance requirements and increase agency efficiency; support Federal Procurement Data System-Next Generation (FPDS-NG) and Data Act reporting.
Data Reconciliation & Problem Solving:
Research and reconcile agency procurement data across multiple systems to ensure consistency, accuracy, and completeness; apply creativity and analytical ability to resolve complex system problems.
G-Invoicing System Support:
Support CSOSA operations within the federal G-Invoicing system, including intragovernmental transactions and related financial reporting functions.
Stakeholder Communication & Reporting:
Effectively communicate with users, vendors, and management to achieve desired outcomes; develop written reports, presentations, and system documentation that are clear, concise, and actionable.
Qualifications:
Education & Experience:
Bachelor's degree in accounting, finance, information systems, or a related field required. Minimum of seven (7) years of experience in federal financial management systems, with at least three (3) years of hands-on Oracle Federal Financials (OFF) experience. Oracle Federal Financials (OFF)
Expertise:
Demonstrated expert knowledge and at least three (3) years of direct, hands-on experience with OFF systems in a federal agency environment.
Federal Shared Services & SSP Experience:
Proven experience managing financial system enhancements in coordination with SSPs and small federal agencies.
FPDS-NG & Data Act Knowledge:
Thorough knowledge and understanding of FPDS-NG and Data Act reporting requirements.
G-Invoicing Knowledge:
Demonstrated knowledge and understanding of the Federal G-Invoicing system and intragovernmental transaction processes.
Microsoft Office Proficiency:
Proficient use of Microsoft Word and Excel for reporting, analysis, and documentation purposes.
