The Department of Citywide Administrative Services (DCAS) seeks a creative and knowledgeable individual to serve as the Senior Advisor to the First Deputy Commissioner (FDC). The First Deputy Commissioner's manages and maintains oversight of DCAS Agency Assets & Citywide Administrative Functions which includes: Human Capital, Fiscal and Business Management, the Office of Citywide Procurement, and Information Technology. The senior advisor will report directly to the First Deputy Commissioner and perform with broad oversight responsibility with latitude for independent initiative and judgment, serving as a trusted advisor on sensitive, strategic, and policy matters. The Senior Advisor will play a crucial role advising the First Deputy Commissioner and senior staff regarding business administrative and strategic issues that arise across the various lines of services. The Senior Advisor portfolio will encompass key projects, initiatives and/or policy proposals at the direction of the First Deputy Commissioner. This position will provide high-level guidance and support, facilitate executive decision-making processes and manage cross-functional projects. The successful candidate must be able to think holistically and creatively, anticipate and identify risks, and develop thoughtful, solutions-oriented approaches to complex challenges. The Senior Advisor will be responsible for, but not limited to, the following:
  • In coordination with the appropriate lines of service agencies and team members develop project plans and strategies to assist in overseeing and monitoring projects and policy initiatives to ensure goals are achieved within the applicable timelines.
  • Provide program and project management and oversight, especially on sensitive, logistically complex initiatives related to contract services, procurement, administrative services, and operations.
  • Anticipate regulatory processes and critical path items to ensure that they do not impede the progress of project goals and objectives.
  • Coordinate with lines of services and taskforces within the FDC's office to drive current and new policy initiatives, meet project goals and timelines.
  • Work with the Commissioner office and DCAS executive/senior leadership to ensure that the First Deputy Commissioner's office is meeting the needs of the agency.
  • Perform qualitative and quantitative research in connection with policy proposals, priority projects agency initiatives and programmatic support. Based on that analysis, provide recommendations written and verbal
  • to relevant staff members.
  • Serve as a strategic partner and trusted advisor to the First Deputy Commissioner office.
  • Act as the First Deputy Commissioner's representative in their absence.
  • Execute high-level, specialized managerial and executive functions as directed.

  • Experience working at a managerial level within government, preferably City government experience, including developing and implementing policies and procedures.
  • Proven ability to manage executive priorities, coordinate decision-making processes, and track high-level deliverables.
  • Significant track record of operational experience and executing tight deadlines.
  • Highly self-motivated, self-directed, and attentive to detail.
  • Strong analytical and problem-solving skills, including the ability to interpret data and make sound decisions under pressure and in sensitive situations.
  • Excellent organizational skills with the ability to prioritize multiple assignments and meet deadlines independently.
  • Experience preparing executive-level reports, correspondence, and presentations.
  • Strong written and verbal communication skills.
  • Ability to build effective working relationships across stakeholders.
  • Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word).
  • Work independently in a fast-paced environment while contributing to a collaborative, team-oriented culture.
