The Senior Manager, Pricing , provides strategic leadership and expert guidance in the development of complex proposal budgets and cost strategies, typically ranging from $10 million to $50 million and involving multiple partners, donors, and technical areas. This role ensures that financial strategies are compliant, competitive, and aligned with Global Communities' business model and cost-recovery principles. Beyond proposal pricing, the Senior Manager leads capacity strengthening efforts across the organization, develops and refines pricing tools and templates, and contributes to institutional knowledge management, pipeline reporting, and continuous improvement of budgeting practices. This position can be based at one of our headquarters offices in Bethesda, MD or San Diego, CA, or remotely where Global Communities is registered.
PRIMARY RESPONSIBILITIES
Proposal Budget Development Direct budget development and orchestrate cost strategy implementation for proposals from pre-planning through award, integrating advanced pricing strategies such as value for money, cost-effectiveness, detailed activity-based budgeting, and robust partner budget frameworks. Conduct in-depth analysis of donor and solicitation requirements to evaluate financial viability, identify compliance concerns, and formulate optimal cost recovery strategies. This analysis will critically inform go/no-go decisions and shape bid strategies for diverse donors, including USG agencies, foreign governments, multilateral institutions, foundations, and corporations. Collaborate closely with proposal teams to develop and execute comprehensive strategies ensuring full recovery of Global Communities' indirect and direct costs. Facilitate the process for obtaining CFO approval for internal resources necessary to cover forgone overhead and other unbillable expenses. Guarantee strict adherence to solicitation requirements and verify that evaluation factors accurately reflect Global Communities' established pricing structure and innovative program design. Serve as a strategic partner to business development and program teams, providing leadership in defining the proposal cost strategy. This includes setting partner budget ceilings, designing optimal budget structures, and establishing realistic timelines for budget deliverables. Oversee the end-to-end budget proposal process, collaborating effectively with the proposal manager and team members to ensure all internal and external submission deadlines are consistently met. Rigorously review and validate partner budgets for cost allowability, reasonableness, and realism, ensuring alignment with proposed scopes of work. Provide constructive feedback to proposal leads and partners as appropriate. Proactively solicit and synthesize information from cross-functional departments to inform cost element development and devise effective strategies for mitigating risks associated with high-risk recipients. Facilitate engagement with local partners to determine and document their indirect costs accurately, ensuring full compliance with donor requirements. Craft compelling and compliant budget narratives that meticulously address funder requirements and adhere to Global Communities' internal policies and guidelines Formulate and critically assess cost share plans and narratives, verifying their reasonability, allocability, and strategic alignment. Provide expert review and quality assurance for cost proposals developed by other pricing specialists. Authorize new budgets under $1M, securing final approval from the Sr. Director of Business Development with Sr. Director Program Operations concurrence. Streamline Finance team approval for budgets exceeding $1M. Business and Work Planning Maintain and continuously improve internal pricing policies, templates, and guidance to reflect donor requirements and industry best practices. Manage and prioritize organizational requests for pricing support across regions and departments, balancing competing deadlines. Ensure timely and organized documentation of all pricing materials, maintaining compliance with internal knowledge management standards. Collaborate with Finance and Program Operations to strengthen budget handover processes, ensuring accurate setup and ongoing project financial management. Lead initiatives to improve efficiency and consistency in proposal pricing, including developing new tools and methodologies. Knowledge Management, Information Sharing, and Capacity Strengthening Lead organization-wide training initiatives on cost proposal development, pricing strategy, and donor compliance. Develop and disseminate practical job aids, reference materials, and tools to strengthen pricing capacity across departments and country teams. Collect and analyze pricing and market intelligence to inform competitiveness and donor negotiation strategies. Contribute to internal pipeline tracking, data analysis, and management reporting related to proposal submissions and outcomes. Serve as a thought partner to leadership on emerging trends in cost strategy, cost share, and donor pricing expectations. Collaboration and Leadership Provide coaching, mentorship, and technical oversight to Pricing Specialists and other business development staff. Promote collaboration and coordination with the Finance, Program Operations, and Program Delivery & Excellence teams. Model Global Communities' values by fostering a culture of inclusion, learning, accountability, and innovation. Represent the organization in donor, partner, and consortium discussions related to cost and pricing matters when needed.
QUALIFICATIONS AND REQUIREMENTS
Bachelor's degree in business administration, Economics, Finance, or a related field required; master's degree strongly preferred. Minimum of eight (8) years of progressive experience in cost and pricing, proposal development, or financial management within an international development, donor, or nonprofit environment. Advanced expertise in cost proposal development, pricing strategy, and donor compliance for U.S. Government, foreign governments, multilateral, foundation, and corporate funding sources. Strong proficiency in Microsoft Excel and business productivity tools; familiarity with enterprise financial systems or ERP platforms preferred. Broad understanding of international development principles and thematic areas such as global health, food systems, humanitarian assistance, and development finance. Demonstrated analytical and strategic thinking skills, with the ability to interpret complex financial data and develop practical, innovative cost solutions. Proven ability to evaluate donor requirements and recommend strategies that balance compliance, competitiveness, and organizational sustainability. Capacity to identify process improvements and contribute to the continuous enhancement of pricing tools, templates, and workflows. Demonstrated ability to manage multiple high-value proposals and deadlines simultaneously, ensuring accuracy, compliance, and timely delivery. Skilled in applying and interpreting organizational and donor cost policies, making sound budgetary and business decisions with minimal supervision. Strong negotiation, advisory, and interpersonal skills with the ability to influence and resolve complex budget issues across culturally and functionally diverse teams. Ability to collaborate effectively with internal stakeholders, partners, and donors, fostering trust and alignment around shared cost strategies. Demonstrated ability to lead and coordinate collaborative pricing efforts across multiple HQ and field-based teams, promoting teamwork, consistency, and accountability. Experience providing technical guidance, mentorship, and quality assurance to staff and colleagues involved in budget and cost development.
