Job Description
This position is responsible for the collection, organization and analysis of sales data and for applying values to real and personal property that reflect current market indicators. Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.
P1 - P5 - DOE
High School diploma or equivalent, and specialized training in the field of work including college courses, certificate program, apprenticeship, etc. Seven (7) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.Such professional experience includes:
appraisal, real estate, construction trades or construction management. Relevant experience and/or skills may include: Hands-on knowledge of materials, construction techniques, and building systems.Property management or development:
Familiarity with property value influences.Real estate sales or brokerage:
Knowledge of market values, comparable sales, and local trends. Possession of Alaska Certified Assessor/Appraiser Level 2 designation or equivalent as recognized by the Alaska Association of Assessing Officers. Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated. If assigned driving duties/responsibilities, candidate must be at least 19 years of age with one (1) year of driving experience. Must successfully pass a pre-employment drug screen, physical and background check. Completion of Incident Command System (ICS) courses, ICS 100 and IS 700, within ninety (90) days of hire. Collects market data and performs analysis for residential, commercial, industrial, and personal property to determine and establish assessed value. Locates, measures, photographs, and inventories residential, commercial, industrial and personal property; interviews property owners to verify interior components and property conditions. Performs statistical analysis of ratio studies through statistical testing utilizing the coefficient of dispersion; absolute deviation; mean, median, weighted mean, coefficient of variation and price related deferential. Communicates with the general public by phone, email, and in person to answer questions, explain the assessment process, and resolve issues and conflicts. Confirms and presents written and oral defenses of assessed values at quasi-judicial hearings before a panel of board members. Reviews, analyzes and interprets fee appraisals, brokers' opinions of values, and other appraisal documents presented in support of assessed values. Responds and assists the Emergency Operation Center in assessing property affected by disasters. Provides training and guidance for assigned personnel and reviews their work for accuracy and quality control. Performs related duties.Similar jobs in Palmer, AK
