The Management Fellowship program, which creates a channel into future leadership opportunities within the county, is designed for recent postgraduate Master candidates.
Fellows will also be part of the 2026 Regional Fellowship Cohort which made up of other Management Fellows from surrounding cities in San Mateo and Santa Clara County. The Management Fellowship program will provide learning forums and workshops where Fellows can network and hear from City and County leadership. Fellows will also have the opportunity to obtain a career coach to help with career advice and learn how to maximize their Fellowship opportunity.
Housing & Community Development (HCD) HCD team members collaborate with diverse stakeholders to facilitate the development and preservation of affordable housing through the provision of local, state, and federal funding, along with the sharing of best practices and innovative policies. They support public service agencies, microenterprises, homeless and transitional shelters, core services, and fair housing organizations through grant funding and technical assistance.
Housing Authority of the County of San Mateo (HACSM) The Housing Authority serves over 4,700 low-income households by providing rental subsidies so that they may rent in privately owned properties in San Mateo County's expensive housing market. Currently, approximately 1,700 property owners participate in the HACSM's programs. By leveraging its Moving-To-Work (MTW) status and collaborating with HCD, the Housing Authority also provides funding and support in preserving existing and developing new, affordable housing units.
Maintains contact records for developers, owners, and related stakeholders to support ongoing portfolio management and communication.
Helps collect property financial reports, including annual budgets and third party audited financial statements and assists in maintaining internal performance tracking tools, residual receipt payment projections, and portfolio reporting systems.
Supports annual asset monitoring activities by coordinating with property owners, developers, and property management teams to collect required documentation and ensure compliance with regulatory and program requirements.
Coordinates periodic site visits and physical inspections between County and consultants to evaluate property condition, operational performance, and adherence to asset management objectives.
Reviews and tracks compliance requirements, including insurance documentation, contractual obligations, and regulatory deadlines.
Maintains organized asset records and documentation within internal systems and assists with portfolio document management and file organization initiatives.
Provides support for loan servicing activities, including loan modifications, amendments, and related documentation.
Assists with asset management activities for County-owned properties and supports income certification or monitoring processes as required.
Provides backup support for related housing programs, including single-family housing activities, and assists with special projects assigned.

Position:
Under general supervision, to perform a variety of routine administrative, operational and technical duties in support of the Real Estate Development and Asset Management team; research, write, and present reports and recommendations. This is a temporary, time-limited position, full-time (40 hours per week).Department:
The Department of Housing is made up of two divisions, Housing & Community Development (HCD) and the Housing Authority of the County of San Mateo (HACSM), in addition to admin and fiscal staff. EXAMPLE OF DUTIES
Assist in monitoring the operational performance of a portfolio of housing and county owned real estate assets comprised of more than 225 loans totaling over $300,000,000 in funding to support long-term asset viability and program funding requirement compliance.Maintains contact records for developers, owners, and related stakeholders to support ongoing portfolio management and communication.
