The Property Specialist position is ideal for a highly motivated individual who functions with confidence and expertise in a fast-paced and rapidly changing business environment. The property specialist will have significant interaction with leadership across key functional areas. This position is integral to the smooth and efficient running of Exquadrum's office, its financial affairs, and the company's compliance with various statuary, financial, and legal requirements. This role requires you to be able to work both independently and collaboratively, while also prioritizing a diverse workload. Key activities and other assigned duties as required by the organization are consistent with the employee's skills, abilities and within the current level of responsibility of the employee. Applicant must demonstrate use and maintenance of various forms of office technology with particular skills in QuickBooks™ and Microsoft Office™ applications, which are critical to accomplishing key activities and achieving key results. Office management activities require skills and experience to perform general office management duties to ensure the smooth running of the office, corporate compliance, and improvement of procedures where appropriate. This position requires the ability to obtain and maintain a security clearance, which is issued by the US government. U.S. Citizenship is required to obtain a security clearance. Requirements:
A bachelor's degree is required. In lieu of a bachelor's degree, a minimum of two years of related experience will be considered. NPMA certification will be considered in lieu of a bachelor's degree. Must be willing and able to obtain NPMA certification within the first 6 months of employment, if not already certified. Proven teamwork and interpersonal skills and ability to plan, organize, analyze, problem solve, and manage department efforts. Self-starter, proactive in determining goals and objectives and pursuing the necessary course of action. The successful individual will be enthusiastic and capable of working independently and as part of a multi-disciplinary team, work well in a team environment, and be detailed oriented. The individual must have excellent written and oral communication skills, with the ability to effectively interact with staff and all levels of management as well as Government representatives. Further, the individual must be a motivated self-starter who can articulate new ideas to members of the Executive Management team, and the Exquadrum organization as a whole. Continuing education is paramount for this position and conferences and chapter meetings are an integral part of this position, as well as being a life-long learner of property management systems, processes, and new regulations. Essential Functions:
Solid understanding and broad application of FAR 52.245-1, FAR
Part 45, DFARS and other Government property regulatory requirements. This position works to develop solutions on a variety of problems of increased scope and complexity. Will refer to policies, practices, regulatory clauses, and contract terms and conditions for guidance. Works under minimal direction from supervisor. This position is responsible for supporting all Lifecycle Outcomes of the Property Control System, including the maintenance of records and issuance of required reports concerning Government and Customer-owned property from its acquisition at the company to its final disposition after contract completion or termination. Position will support Contractor Self-Assessments as well as any Government reviews of the Property Control System. Responsible for Government Property Administration as it pertains to the property control of Government and Customer property. This includes ensuring Policies, Procedures, and Processes are followed. Coordinates the physical inventory of property and properly reconciles and reports results to ensure compliance with contract terms and regulations. Ensures all property-related activities are properly conducted at completion or termination of contracts, including disposition of property in accordance with procedures. Develops, recommends, and implements property administration policy and processes. Investigates and reports lost, stolen, or damaged property in accordance with approved procedures. Tracks the movement and utilization of property by coordinating, preparing, and documenting applicable forms to accomplish a change of ownership, accountability, or location in accordance with applicable government regulations, customer contracts, or corporate policy. Coordinates annual reviews of vendor/subcontractor's control of Government and Customer property in conjunction with the Purchasing and Subcontracts Departments. This may be accomplished through site visits which may require travel. Takes lead role in property-related audits and supports all other Company audit processes as needed. Other duties as assigned. Physical Demands:
Individuals may need to sit or stand as needed. This position will require walking primarily on a level surface for periodic periods throughout the day. Reaching above shoulder heights, below the waist or lifting as required to file documents or store materials throughout the workday. Proper lifting techniques required. Ability to lift items up to 50 lbs required. Work Environment:
The performance of this position is primarily in an office environment. Frequent exposure to shop or manufacturing workspaces is required, with occasional visits to offsite locations.
