Manage, direct, and oversee the personnel, policies, and procedures within the residential valuations department. The position is responsible for ensuring that the organization takes the necessary action on legislative issues, Florida Laws, and Department of Revenue rules that are pertinent to the operation of the Real Estate Assessment Department. Work is reviewed primarily for the timely and accurate completion of assignments while adhering to established office policies and procedures.DUTIES AND RESPONSIBILITIES
The duties of the Director, Residential Valuations include, but are not limited to the following: Oversee, plan, and direct the activities of the Real Estate Residential Assessment Department. Formulate, coordinate, and implement goals, objectives, and policies of the Residential Real Estate Assessment Department based on direction from the Property Appraiser and departmental needs. Prepare an annual budget under the direction of the Property Appraiser. Assist the Chief Deputy Property Appraiser and the Property Appraiser with representation at the Value Adjustment Board meetings and hearings. Establish and clearly communicate priorities to ensure completion of required projects and other departmental activities promptly. Review the work of department personnel to ensure accuracy, completeness, functionality, and adherence to current office procedures. Oversee valuation techniques, statistical analysis, and calibration of computer models to accurately reflect the current market value of all residential real property within Orange County. Keep current on education and take the necessary action on legislative issues, Florida Laws, and Department of Revenue rules that are pertinent to the operation of the Real Estate Assessment Department. Coordinate the legal efforts for all value-related litigation within the Residential Valuations Department, to include narrative appraisal reports for courtroom presentation and testimony before the Value Adjustment Board or at trial. Assist the Chief Deputy Appraiser and the Property Appraiser and his or her legal counsel in the preparation of supporting data and precedents in conjunction with assessment challenges. Appear as an expert witness in conjunction with hearings and lawsuits as needed. Assist in the coordination of matters of mutual interest with the Information Technology Department and the Constituent Service & Exemption Department. Provide input and assistance concerning the design, implementation, and maintenance of logistical support plans necessary to all new mass appraisal systems, including staff and training, design and control of input/output forms, and reporting formats. Serve as liaison with vendors and Information Technology staff relative to system concerns. This responsibility extends to input and assistance regarding office space design and layout for new personnel and equipment involved in any new systems. Advise and direct supervisory staff within the department on personnel policies and procedures. Correspond with the public concerning appraisal matters. Work closely with other governmental agencies as necessary. Perform performance evaluations on immediate subordinate managers, supervisors, and staff. Promote and maintain an OCPA Education Program actively instructing courses required by the Department of Revenue's Certified Florida Evaluator (CFE) designation and the International Association of Assessing Officers (IAAO) advanced designations CAE, RES, AAS, PPS, CMS, or MAS. Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with office policy.SUPERVISORY RESPONSIBILITIES
This position is responsible for a functional area. This position has several manager level direct reports.SKILLS AND QUALIFICATIONS
Years of experience: Must have at least seven (7) years of experience in a Property Appraiser's or Assessor's office at a supervisory or management level.Education:
Must hold a bachelor's degree from an accredited college or university with major course work in business administration, public administration, real estate, or a related field.Substitution:
High School Diploma or possession of GED Certificate and six (6) years of experience as an appraiser in a government assessment office; or two years of experience as a private real estate appraiser; or an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-specific competencies. Certificates, licenses, and registrations. Must have earned an advanced professional designation (AAS, RES, SRA, CAE, MAI) or State Certified Appraiser or equivalent certification in appraisal. Must demonstrate superb verbal and written communication and interpersonal skills. Must have the ability to implement new and innovative procedures. Must have the personality and temperament necessary for working under stress in dealing with the public.Additional skills required:
Ability to rapidly acquire and retain knowledge of administrative and procedural regulations. Proven attention to detail, reliability, and outstanding organizational skills, and the ability to prioritize multiple projects under minimal supervision.Language Skills:
