Job Description

Under immediate supervision, receives initial orientation and training in the principles, theories, methods and techniques pertinent to real property valuation studies; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Property Valuation Analyst II in that it performs, under immediate supervision, as an entry-level trainee and receives initial orientation and training in the principles, theories, methods and techniques of developing classification and valuation standards and procedures for the appraisal of real property; whereas the Property Valuation Analyst II performs as an advanced trainee requiring some application of the principles, theories, methods and techniques of developing classification and valuation standards and procedures for the appraisal of real property, and performs specific assignments in accordance with detailed instructions and close review. The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Receives orientation in the basic functions and purposes of real property valuation. Learns the basic principles, concepts, work processes and reference materials fundamental to real property valuation. Receives orientation on the goals, objectives, principles, policies, procedures, guidelines, work processes, techniques, rules and regulations pertinent to the real property valuation program. Learns to apply work processes and techniques by performing simple, selected tasks and assignments. Accompanies higher level specialists on property valuation studies as an observer. Participates in orientation and training programs for real property appraisers. Assists in collecting, compiling, and organizing data. Conducts fact finding, analyzes problems, applies appropriate guides and standards, draws sound conclusions and prepares written reports of findings and recommendations.
Training and Experience:
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in real estate, business or public administration, economics or a related field.
License Requirement:
Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
Knowledge of:
principles, theories, methods and techniques of real property valuation studies; fundamentals of real property appraisal; mathematics; report writing; research and statistical methods and techniques; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.
Ability to:
learn and apply the principles, theories, methods and techniques of real property valuation studies, including statistical concepts and formulae; collect, organize, and present data in tabular and narrative form; perform mathematical computations rapidly and accurately; write clearly and concisely; follow verbal and written instructions; establish and maintain effective relationships with others; operate a personal computer using a variety of software applications.
