Job Description
S UMMARY
Appointed by the Supervisor of Assessments. This position facilitates all administrative process of Tazewell County Board of Review, subject to statutory compliance, including contact with Township Assessors, Levy District Officials, Real Estate professionals and individual taxpayers. This highly organized position requires advance planning and time management techniques, and a wide base of knowledge including tax-code, assessment and real estate theory.PRIMARY DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned. Aid taxpayers and others who come to the office or phone in for information. Communicate effectively with the public regarding property assessment related information. Also communicate effectively with various county offices including but not limited to the Recorder of Deeds, County Clerk, Treasurer, Board of Review, Township Assessors and users of land records to correct or clarify data as necessary. Receive and assist the property owner/taxpayer with BOR Assessment Complaints Applications. Prepare Assessment Complaint Folders, Docket complaints, determine 100K and send letters, schedule hearings, prepare hearing Notices and mail out, and post daily hearing schedules per open meetings act. Process reason for change and hearing minutes. Process non-homestead property applications. Update approved non-homestead changes to tax roll. Upon entering final values on BOR complaints, need to determine any class code changes, demos, additions. Prepare statutory notification of Final Decision for BOR action, filings and mailings. Prepare Certificates of Error forms for process for Non-Homestead Exemptions, and PTAB Final Hearing Notices Enter Notices of Proposed Changes into BOR Docket, printout form, filings and mailings. Coordinate file maintenance and monitor record retention per audit requirements for BOR Attends Board of Review hearings and Property Tax Appeal Board hearings as required. Assist Board of Review Office strategic planning effort preparation. Track year to year value changes in Enterprise Zone parcels and notify the County Clerk's office of these changes. Work with the Board of Review to ensure that the hearing process is done accurately and efficiently. Assist the Chief Deputy and Supervisor of Assessments with other assigned duties as necessary.QUALIFICATIONS

As required. EDUCATION and/orEXPERIENCE
Two-year College Degree in Public Administration or equivalent from a two-year College or equivalent combination of education and experience, along with three (3) to four (4) years general office experience, real estate related work experience and/or assessment office experience and have a working background of the duties and operations of the Board of Review complaint process.TECHNICAL SKILLS
Personal Computers, Multi-Line Telephone, Copier/Scanner, Calculator, Fax Machine and other office equipment.MATHEMATICAL SKILLS
Proficiency in reading and comprehending mathematical computations. Proficiency in evaluating appraisals and comparable sales data.REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.LANGUAGE SKILLS
Good communication and general office skills.PHYSICAL DEMANDS
