Job Description

JOB Performs the difficult and responsible technical work involved in the appraisal of residential, personal property and some commercial; performs related work as required.
EXAMPLE OF DUTIES
An employee in this position may be called upon to do any or all of the following essential duties: (These examples DO NOT include ALL of the duties which the employee may be expected to perform.). Appraises the value of residential buildings, which includes: the measurement and computation of floor areas sketching building into Apex determination of classification and the amount of accrued physical, functional, and economic depreciation objectively inspect the interior and exterior construction, noting in particularly those factors which tend to influence value Conduct reappraisals each year of your assigned residential areas. Establishes Land Value and Economic Condition Factors (ECF) for assigned residential areas. Appraises the value of personal property, which includes contacting business firms and individuals to personally inspect fixtures, machinery, equipment, furniture, and other personal property. Analyze asset listings and disposal lists when necessary. Performs the research function for all of the above types of appraisals which includes investigating construction costs, sales prices, rentals and leases to keep assessments current; assembling and analyzing information relative to the sales prices, conducting equalization studies for current value revisions to comply with State requirements. Defends the City's position in small claims for residential property assessment appeals for assigned areas, including assembling, and preparing valuation disclosures, negotiating settlements, to be approved by the Assessor, and representing the City at the Michigan Tax Tribunal hearings. Assists with March, July, and December Board of Reviews.
SUPPLEMENTAL INFORMATION KNOWLEDGE, SKILLS & ABILITIES
Thorough knowledge of the principles, methods, and practices of appraising the value of land and buildings and/or the auditing principles involved in the valuation of personal property, with the application of such techniques and methods to tax assessments. Demonstrated ability to analyze and evaluate complex factors that tend to influence value. Initiative and resourcefulness in handling assigned appraisal problems, good power of observation. Ability to meet the physical, mental, and visual standards of the job. Ability and willingness to work in a manner that will not needlessly endanger the safety of oneself, other persons, and equipment.
