Until Filled Job Summary/Scope Enforces city ordinances regarding minimum housing, property maintenance, solid waste and zoning. Ensures compliance with city regulations. No supervisory or budgetary responsibilities. Essential Duties and Responsibilities Identifies property maintenance issues by conducting field surveys. Inspects occupied housing units for International Property Maintenance Code violations. Tags housing units unfit for human occupancy for no water service or other life-threatening issues. Reinspects temporarily tagged structures for compliance. Issues summonses for violations of property maintenance, zoning and health codes. Testifies in court as necessary. Research real estate records to locate owners of property where violations occur. Documents property maintenance violations and the cleaning of lots that have been placed on work order. Directs towing of junk vehicles when necessary. Performs mosquito control by identifying breeding locations and having them removed or treated. Interacts with public on issues of property maintenance. Educate the public to achieve future compliance through personal contact. Ability to understand and empathize with the public. Skills in dealing with people and resolving conflicts. Documents and updates computer records related to Property Maintenance issues. Other Duties and Responsibilities Performs all other related duties as assigned. Employee Behavior and Conduc t City employees shall conduct themselves in a professional manner and shall exhibit and extend such professional conduct appropriate for the circumstances to those with whom they come into contact both internally and externally during the performance of their duties. Examples of professional conduct include, but are not limited to, being communicative, informative, fair, honest, and respectful. Required Knowledge, Skills and Abilities Skills in effective oral and written communications. Knowledge of city streets, city codes and regulations or demonstrate the ability to learn and enforce these regulatory requirements within the first six months of employment. Ability to issue summonses and testify in court. Ability to research information and derive logical conclusions. Ability to measure lot sizes. Skills in problem solving and facilitating reasonable corrective action to property maintenance violations. Ability to relate professionally with the public in potentially volatile situations as well as under normal circumstances. Ability to relate professionally and courteously with fellow employees; a positive attitude is essential. Valid driver's license required. One to three years prior experience in a related field. Material and Equipment Directly Used Use of a range of office machines and equipment, including calculators, computers, printers and/or other peripherals, telephones, radios and camera (including body worn camera), and pepper spray. Operates a City provided vehicle. Uses a measuring wheel and tape measure. Working Environment/Physical Requirements Work is performed in a wide range of conditions, ranging from heat to cold when working out in the community. Some work performed in an office with a controlled environment. Work in environments that are potentially hazardous. Work involves walking, climbing, bending and stooping. Seldom need to lift more than 10 to 20 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested and approved by the appropriate supervisor. Education High School diploma or equivalent required. Associate's degree in a related field preferred. All applicants must pass a drug screening and criminal background check prior to employment.
