Work is performed under the general direction of the Appraisal Supervisor. Position Responsibilities Appraising, assessing and reassessing real property for tax purposes. Conducting field investigations and reviewing fieldwork and data for accuracy. Assisting citizens with real property appraisal and tax matters. Conducts field appraisals and inspections of real property and responds to inquiries concerning appraisal. Interviews individuals familiar with property; inspects property; researches public records of sales, leases, assessments and other transactions to determine proper value. Measures buildings; reconciles data relative to conditions affecting values; calculates and records assessed values of property. Collects data relative to land valuations and applies data to parcels of land and handles property review requests. Monitors sales, subdivisions and permit files to assist in preparing current appraisals. Receives and processes documents related to assessments. Interacts with the general public and defends property values to the County Board of Equalization and Review and the North Carolina Property Tax Commission. Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer. Performs related tasks as required. Qualifications Thorough knowledge of the principles and practices of real estate appraising for assessment purposes; thorough knowledge of building construction practices and of building and land values; thorough knowledge of state statutes and local ordinances required to properly perform tasks relating to real property assessing; thorough knowledge of appraisal and productivity software; ability to read and understand building construction plans and specifications; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values; ability to write clear and concise reports; ability to deal effectively with the public and associates. Education, Experience, and Special Requirements Education And Experience Associates/Technical degree with coursework in business administration, real estate, or related field and considerable experience (more than 2 years) in the appraisal of real property, or equivalent combination of education and experience. Special Requirements Must obtain Property Appraiser Certification issued by the North Carolina Department of Revenue within a two-year period as specified by the North Carolina Machinery Act. Valid driver's license. Salary will be determined based on qualifications, internal equity, budget and market considerations. NC401k The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%. Vacation Leave Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases. Sick Leave Regular full-time employees earn 12 days of sick leave per year. Paid Holidays County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.
