Job Description

An employee in this position performs responsible technical and professional work in the appraisal and re-evaluation of real estate for tax purposes. Performs field listing and assessing duties; appraises residential dwellings, farm, and vacant properties, and building improvements such as pools, piers and storage buildings; determine exterior and interior dimensions of buildings, including the foundation, exterior walls, type of roofing, number of rooms and areas, finishes, types of HVAC, etc.; determines functional and physical depreciation of the structure; photographs properties, documents field measurements and enters property information into tax appraisal software. Makes decisions as to the quality and construction details of the property being assessed to maintain consistency within neighborhoods; appraises properties by giving the structures or land a fair and consistent evaluation with the market value for tax assessment. Monitors sales and analyzes factors that influence property values; monitors local property trends and construction activities. Works with property owners and attempts to resolve any appeals before going to the Board of Equalization and Review; researches and compiles information substantiating values and defends values on appeals before the Board. Communicates with property owners during the appraisal processes; answers questions from taxpayers, attorneys, appraisers, real estate agents and other regarding questions about tax value, sales, location etc. Provides general customer service to tax payers, the general public, attorneys, developers, banks, realtors and others. Additional Backs up other staff as needed. Performs related duties as required. Graduation from a community college with major course work in real estate, business or a related field, and some experience in real property appraisal; or any equivalent combination of training and experience. Special Requirements Certification by the State of North Carolina as a County Real Property Appraiser within two years of employment. Possession of a valid NC Driver's License. Criminal records check, drug screen, references and transcripts will be required for the successful candidate. All applications will be considered but not necessarily interviewed.
