Job Description

JOB This position is not funded until August 1st, 2026 Performs technical and administrative work directing the listing of personal property and the assessment of values for the County. An employee in this class plans and directs the work of a staff engaged in personal property appraisal. Work includes supervising and participating in the valuation of personal property, problems solving with staff and the public, processing property tax relief forms, reviewing and approving or rejecting valuation adjustments, and reviewing pre-billing reports. Duties include researching, planning and creating a variety of systems to ensure accurate and timely billing for taxes; maintaining databases for accurate records and providing information on tax values; assisting taxpayers with disputes of assessments or appeals on listed property values; and overseeing the effective utilization of technology. Work involves developing policies, procedures and methods for program operations; interpreting laws, rules and regulations; handling personnel matters; and working with sensitive and controversial issues in the tax assessment and evaluation program. Independent judgement and initiative are required. Work is performed under general supervision and is reviewed through records and reports and feedback from the program.
Duties and Responsibilities:
Supervises and participates with staff engaged in property listing, and valuation of personal property; handles more complicated issues with taxpayers; assures deadlines are met for timely billing of taxes. Research, plans and creates annual abstracts for mailing to taxpayers for listing personal property including watercraft, mobile homes, aircraft, etc., maintains accuracy and integrity of data collected. Prepares listing forms for mobile home parks, airports and marinas. Prepares new abstracts for mailing, books and new listings. Participates in hiring and provides leadership, coaching, mentoring, training, and performance review of assigned staff. Reviews wildlife forms and other resources to perform discoveries; send discovery letters. Assists taxpayers with disputes of assessments or appeals on listed property to ensure a fair and equitable taxation; informs and educates taxpayers on county policies. Provides a wide variety of customer service to the public on general departmental information and issues. Performs research and participates in review and recommendation of new policies, processes and technology. Processes reports and reconciles data prior to creation of bills; interacts with outsourcing companies to ensure data on bills shows accurate assessments of real and personal property. Maintains accuracy of records of county, municipal, fire and special district values and levy. Compiles, prepares, reviews and maintains a wide variety of records and reports.

EXAMPLE OF DUTIES
Considerable knowledge of State laws and County policies and procedures governing the administration of personal property valuation and billing. Considerable knowledge of the application of information technology to the work. Considerable knowledge of office practices and procedures required in tax listing and billing operations. Considerable knowledge of modern and effective supervisory principles and practices including leadership, training, mentoring, performance coaching, motivations and communications. Knowledge of County personnel, budgeting, and purchasing policies. Skill in customer service excellence, teamwork and collaborative conflict resolution. Ability to establish and maintain accurate databases, records and reports. Ability to deal courteously and tactfully with the public and explain departmental issues clearly. Ability to establish and maintain an effective relationship with public officials, other departments, employees, and the general public. Ability to handle sensitive and controversial tax appeals and other situations. Ability to interpret, apply and explain laws, policies, and procedures relating to listing and assessing property fairly, equitably and consistently. Ability to maintain up to date knowledge of changing laws and technology. Ability to organize work and establish priorities to meet guidelines and deadlines of the state.
SUPPLEMENTAL INFORMATION
Physical Requirements:
Must be able to physically perform the basic life support functions of walking, lifting, kneeling, reaching, standing, pulling, talking, hearing and repetitive motions. Must be able to perform sedentary work exerting up to10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects. Must possess the visual acuity to prepare and analyze data, operate a computer terminal, and do extensive reading and detail work in dealing with tax records.
