Job Description

The Head Appraiser leads and manages the county's property appraisal division, ensuring accurate, equitable, and timely valuation of real and/or personal property for tax assessment purposes. This position oversees appraisal staff, ensures compliance with state laws and appraisal standards, and collaborates closely with the County Assessor to support fair taxation and efficient departmental operations. Essential Job Functions Supervise, train, and evaluate appraisal staff, including assigning work, reviewing performance, and providing professional development. Establish standards, procedures, and quality controls for appraisal workflows. Serve as a subject‑matter expert for complex or high‑value appraisal cases. Oversee and participate in the appraisal of residential, commercial, agricultural, and industrial properties using accepted mass appraisal methodologies. Ensure all appraisal practices comply with state statutes, regulations, and Uniform Standards of Professional Appraisal Practice (USPAP). Review and approve valuation decisions, adjustments, and final property values. Manage annual appraisal cycles to meet statutory deadlines for assessment rolls, notices of valuation, and appeals. Maintain accurate appraisal records, property characteristics, and valuation models within the county's CAMA (Computer-Assisted Mass Appraisal) system. Monitor market data, sales ratios, and economic trends to maintain valuation accuracy. Represent the assessor's office in Board of Equalization hearings, protests, and appeals. Communicate effectively with property owners, real estate professionals, and other stakeholders regarding valuations and appraisal methods. Address complex taxpayer concerns with professionalism, transparency, and fairness. Work with GIS, legal, IT, and tax departments to ensure consistent data integrity and workflow efficiency. Assist in budget preparation, resource planning, and reporting for the appraisal division. Participate in countywide initiatives involving property data, taxation policy, or process modernization. All other duties as assigned. Preferred Talents In‑depth knowledge of mass appraisal systems, GIS mapping tools, market analysis, and statistical modeling. Strong understanding of state statutes related to property taxation. Excellent communication, leadership, and conflict‑resolution skills. Qualifications Bachelor's degree in real estate, business, public administration, finance, or related field (or equivalent experience). Certification or licensure as required by state law (e.g., Registered County Appraiser, Licensed Appraiser, Certified General Appraiser, etc.). 5-10 years of progressively responsible experience in property appraisal, including supervisory experience.
