Definition:
The purpose of this position is to establish the value of property for taxation purposes. This is accomplished by locating property; assisting assessment valuations; and appraising property. Other responsibilities include auditing and inspecting businesses; assisting residential, commercial, and mobile home appraisers; and performing other duties as needed.
Essential Job Functions:

  • Locates property by researching property record data, state, county, and city business license, telephone directories, sign, or new advertisements; investigating new business or relocated businesses currently not on tax roll; and deleting businesses that have closed.
  • Entering computer data; checking printouts to ensure accuracy in value; checking tax schedule; assisting in appraisal and map changes; answering customer questions; locating property; identifying ownership or legal description; and serving as Notary Public.
  • Locate, identify, and assess property for taxation.
  • Provides audits and inspecting businesses by conducting on-site inspections; finding market value; reviewing audits of returns; and comparing taxpayer reported assets with identified assets during visit.
  • Assists residential, commercial, and mobile home appraisers by processing valuations with computer entries and assessing procedures; categorizing structures; measuring, taking digital photos; conducting field inspections; and verifying mobile home information.

Knowledge, Skills and Abilities:
  • Ability to drive in designated County vehicle to multiple locations within McKinley County.
  • Ability to perform moderately complex mathematical calculations involving; ratio of ownership, percent of reappraisal; square footage(s) of floor plans, area calculations of properties and full assessed values.
  • Ability to maintain confidentiality of all sales prices, financial, personnel, and other information.
  • Knowledge of or ability to learn and apply extensive and often complex software programs, including but not limited to position-specific databases and drawing/drafting programs.
  • Knowledge of or ability to learn and apply livestock and manufactured home valuations.
  • Ability to read and interpret documents such as legal descriptions, property cards, regulations, operating instructions, legal documents, and procedure manuals.
  • Ability to measure and photograph buildings and improvements and log field notes appropriately.
  • Ability to write reports with proper format and verify accuracy of information in reports.
  • Ability to organize and prioritize numerous tasks requiring the use of mental capabilities.
  • Ability to determine appropriate course of action in more complex situations.
  • Ability to work independently, exercise creativity, be attentive to detail, and maintain a positive attitude.
  • Ability to manage multiple and simultaneous responsibilities and to prioritize scheduling of work.

Supervisory Controls:
This position is performed under direct supervision of the Chief Deputy Assessor, who provides detailed instructions, work processes, assignments and establishes deadlines and priorities. The incumbent performs work assignments independently but refers unfamiliar situations not covered by instructions to the supervisor for assistance. Work is closely reviewed in process or upon completion.
Working Conditions:
The work requires office and field work. Office work is performed in an adequately lighted, heated, and ventilated area with level floors that are carpeted and/or tiled. Fieldwork requires extensive travel, some of which is over dirt roads causing rough rides. At times, a 4-wheel drive vehicle is required. Considerable walking is required over rough terrain to locate and measure buildings on remote tracks of land in order to obtain measurements.
Guidelines:
Written guidelines consist of instructions from the Chief Deputy Assessor but may include, New Mexico State manuals, instructions and directives, Marshall and Swift appraisal guides, and other texts, reports, and periodic publications devoted to the appraisal profession. Minimum Qualifications
  • High School Diploma or GED Equivalent
  • Any combination of college education, training and/or related experience equal to one (1) year
Preferred Qualifications:
  • Two (2) years of experience directly related to the essential job functions specified
  • Experience in property appraisal and/or real estate
  • Bilingual (Navajo or Spanish)
  • Experience working in a county/local government
Physical Demands:
  • Frequent bending, reaching, lifting, pushing, pulling, or carrying of light items such as books, papers, file folders, map cases, and other light items weighing up to ten (10) pounds.
  • Manual dexterity to operate computer keyboards, calculators, and other office equipment.
  • Good vision and good hearing.
  • Physical stamina to spend long periods (3 to 4 hours) riding or driving over rough, unimproved roads and trails to locate and appraise real property in isolated locales.
  • Frequent walking over uneven, weedy, and brushy terrain to physically examine real property.

Definition:
The purpose of this position is to perform facilities and grounds maintenance and maintain a clean and safe working environment. This is accomplished by performing electrical, plumbing, HVAC, carpentry,roof, and building repairs, as well as, maintaining grounds and County facilities custodial needs. Perform custodial duties daily throughout McKinley County facilities/departments. Raises awareness of substance abuse issues, problems and solutions through community engagement at county-wide events, chapter houses, senior centers, veterans groups and local businesses to gather and present data to key stakeholders and cultural groups that can include PowerPoint technology, geographical information systems, and shall inform stakeholders regarding the needs assessment, capacity, planning, implementation and evaluation plans by any means appropriate to deliver the message of local alcohol, drug and tobacco abuse consequences. Assist in the development and implementation of substance abuse prevention programs and initiatives including the New Mexico Community Survey (NMCS), Responsible Beverage Service Model Merchant Education and SYNAR Tobacco Merchant Education. Provide technical assistance regarding alcohol, substance and tobacco abuse to schools, law enforcement and community programs (e.g. health fairs, presentations, community/business education). Reviews literature and research on DWI, underage drinking and prescription misuse and abuse prevention, and works closely with program evaluator to manage data and information utilized in mid-year and final reporting. Prepares and submits all required monthly, quarterly, and final reports and associated billing invoices to OSAP via the
BHSDSTAR
billing system.
