PURPOSE SUMMARY.
Responsible for performing appraisals for residential, commercial, industrial, multi-family residential, and vacant land property using standard appraisal methods and computer-assisted appraisal systems.
ESSENTIAL DUTIES. 1.
Property Data Collection and Analysis Determine land values, identify geographic or neighborhood influences, and consider economic impact on real property values. Measure and draw basic property dimensions. Collect descriptive and analytical information with respect to area of responsibility and input data into computer system; verify database characteristics. Read maps; collect, analyze, and verify real property sales information. Perform property appraisal functions and independently inspect property and structures through field visits driving throughout the County; classify and verify property characteristics. 2. Property Appraisal and Valuation Assess complex land, commercial, industrial, or residential real property. Utilize accepted appraisal assessment techniques, methods, practices and systems. Conduct statistical analyses using advanced statistical methods, predictive planning and modeling technique used in appraising real property. Research governing directives to answer questions and to resolve complex problems. 3. Public Assistance and Property Case Management Respond to property owner concerns and questions related to value. Investigate, determine, and initiate corrections. Explain departmental procedures in response to questions raised by the public. Defend appraisals informally and formally at protest hearings. 4. Project Leadership and Coordination Serve as team leader on special projects. Assign, direct, evaluate, and train appraisers in property assessment and appraisal techniques. Review subordinates' work and checks for correct measurements, calculations and equity. Maintain accurate records and files. Complete written progress reports to the Commercial Appraisal Supervisor as directed; and is responsible for knowing and abiding by all department and county policies and procedures.
ADDITIONAL DUTIES.

QUALIFICATIONS. A.
Education. High school diploma or equivalent. Degree from an accredited college or university in a closely related field is preferred. B. Experience. Three (3) years of real estate appraisal experience (commercial, industrial, land, multi-family residential). Bilingual (English/Spanish) preferred. C. Education/Experience substitution. In accordance with County policy. D. Licenses/Certifications. Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy. Successful completion of International Association of Assessing Officers (IAAO) Courses I, II, III, and IV preferred. Department of Taxation and Revenue accreditation and/or state licensed real Property Appraiser preferred. E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass pre-employment background check and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
Knowledge of :
Appraisal principles and practices of real and personal property including laws, regulations and ordinances affecting the appraisal processes. Appraisal standards and principles. Business English, spelling, grammar, punctuation, and basic statistical analysis. Proper methods to maintain accurate records; modern office practices and procedures. Computer and general office equipment operation including word processing, database, and spreadsheet programs. Skill in : Using necessary computer applications used in the department. Applying appraisal principles and techniques to property inspections. Reading and interpreting blueprints, maps, property descriptions, sales data, and real estate property contracts. Ability to : Interpret profit and loss statements, income expense reports, and perform costs analysis. Communicate both orally in writing. Establish and maintain cooperative working relationships with others. Compensation Range $21.78 - $35.36 Doña Ana County is an Equal Employment Opportunity Employer.
