Real Property Analyst - Assessment Department

DISTINGUISHING FEATURES OF THE CLASS

This position exists in the City Assessment department and involves responsibility for assisting the Assessor in the daily operation and administration of the department. This position differs from the position of Real Property Appraiser in that an incumbent would be responsible for analysis of the real estate market conditions for the entire city, divided and analyzed by each neighborhood. General supervision is received from the Assessor. Direct supervision is exercised over a number of Real Property Appraisers. Does related work as required.

TYPICAL WORK ACTIVITIES

Reviews and monitors sales of real property; Reviews and monitors building permits; Assembles, compiles and analyzes data pertinent to property assessment using automated information systems; Supervises and develops data collection forms and evaluation models for various projects; Analyzes the real estate market with respect to the various regions and neighborhoods of the city; Assists in the development of strategies for improvements in the conditions of certain neighborhoods; Analyzes conditions in regard to rent, mortgages, sales and construction tools; Assists the Assessor with minor court proceedings; Assists the Assessor in consulting with the public on general questions of assessed evaluation; Prepares a variety of reports regarding property assessment activities; Performs a variety of related duties as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHACTERISTICS

Thorough knowledge of the principles, practices and regulations of real property transactions; thorough knowledge of real estate market conditions and valuation techniques; good knowledge of research techniques including data collection and analysis; ability to use independent judgement in the appraisal of real estate and in the analysis of real estate market conditions; ability to prepare written reports; ability to establish and maintain effective working relationships with the public, municipal officials and the Assessment Review Board; ability to supervise the work of others; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

(A) Graduation from a regionally accredited or New York State registered four year college or university with Bachelor's degree and one year of experience in an occupation involving the valuation of real property, such as Appraiser, Real Property Appraiser, Real Estate Broker, Real Property Appraisal Aide or comparable position; OR (B) Graduation from a regionally accredited or New York State registered two year college with an Associate's degree and two years of experience as described in (A) above; OR (C) Graduation from high school or possession of a high school equivalency diploma and four years of experience as defined in (A) above: OR (D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.
