Job Description

Position Summary The Troy Community Land Bank is seeking a motivated and hands-on Facilities & Construction Specialist to support the maintenance, rehabilitation, and management of the Land Bank's growing portfolio of residential properties. This position combines field work, construction coordination, property maintenance, and project oversight to ensure Land Bank assets are well maintained and rehabilitation projects are completed efficiently. The ideal candidate is comfortable performing light construction and maintenance tasks, coordinating contractors, troubleshooting property issues, and representing the Land Bank professionally with tenants, vendors, and community partners. Essential Duties and Responsibilities Property Maintenance Perform general maintenance and repairs at Land Bank-owned properties. Complete minor carpentry, plumbing, painting, electrical, drywall, flooring, and landscaping tasks as appropriate. Respond to maintenance requests from tenants and staff. Conduct routine property inspections and identify maintenance needs. Maintain tools, equipment, and maintenance inventory. Construction & Rehabilitation Support Assist with oversight of rehabilitation and construction projects. Coordinate contractors, inspectors, and suppliers. Obtain quotes and estimates for repair work. Monitor contractor performance and verify work quality. Prepare punch lists and oversee project closeout. Assist with project scheduling and documentation. Facilities Management Maintain Land Bank office facilities and grounds. Coordinate seasonal maintenance including snow removal, lawn care, and exterior upkeep. Ensure properties remain safe, secure, and code compliant. Assist with emergency property issues as needed. Program Support Assist with administration of the Land Bank Repair Program by conducting site visits, documenting project progress, and verifying completed work. Support property acquisitions, dispositions, and inspections. Assist in preparing properties for sale, lease, or occupancy. Maintain accurate maintenance and project records. Other Responsibilities Work collaboratively with the Executive Director and Director of Operations. Represent the Land Bank professionally when interacting with homeowners, tenants, contractors, and community members. Perform other related duties as assigned. QualificationsRequired High school diploma or GED. Experience in residential construction, facilities maintenance, property management, or a related field. Working knowledge of common building systems and construction practices. Ability to safely operate hand and power tools. Strong organizational and communication skills. Valid New York State driver's license and reliable transportation. Ability to lift up to 50 pounds and work outdoors in varying weather conditions. Preferred Experience managing contractors or construction projects. Familiarity with residential rehabilitation. Knowledge of New York State building and property maintenance codes. OSHA safety training or other construction certifications. Experience with affordable housing or community development organizations. Knowledge, Skills & Abilities Strong problem-solving skills. Ability to prioritize multiple projects simultaneously. Self-motivated and capable of working independently. Excellent attention to detail. Professional customer service skills. Comfortable using Microsoft Office and mobile technology for documentation. Ability to read construction drawings and scopes of work is preferred. Physical Requirements Frequent walking, standing, bending, kneeling, climbing ladders, and lifting materials. Ability to work both indoors and outdoors year-round.
