Job Description

ESSENTIAL JOB FUNCTIONS
Serves as first point of contact for customers seeking building/zoning permits and general inquiry; Provide assistance, information, forms and permits to the public; Receive, review, and process applications for permits; Collect and process appropriate information and apply applicable policies and procedures in determining completeness of applications, records, and reports; assess fees; issue and approve building, mechanical, plumbing, zoning, and other related permits; Verify all data for accuracy, including but not limited to dates, addresses, contractor information, tax map number, business license data, etc.; Input retrieve and update data for building, electrical, plumbing, mechanical, boarding, and zoning applications into various customized data screens; Collects permit and certain business license fees for the City; Educate customers on state laws and city ordinances governing permits and business license regulations; Research and help customers solve any permit issues or job per job license issues; Provides a timely response to phone calls and email correspondence; Assists the public with questions, comments, complaints, and problems regarding all aspects of City services; Participates in applicable training and development; Serves as back up to co-workers; Provides excellent customer service; and Performs other duties as assigned.
MINIMUM REQUIREMENTS
High School Diploma or equivalent. Two years experience in the licensing, permitting, office, or customer service field. Any combination of education and experience, with outstanding customer service and people skills, may be considered. Customer service experience, construction-development experience, and/or knowledge of construction drawings, landscape architecture, surveying and/or plans, preferred. International Code Council Permit Technician Certification, preferred. Valid South Carolina Driver's License.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of departmental policies and procedures. State and local construction laws and regulations. Procedures and process for permitting, licensing, data entry and data management. Forms, applications, and documents needed for the administration of permits and licenses. Knowledge of accounting and basic mathematic functions. Ability to provide quality customer service, to include handling difficult customers. Ability to communicate laws, ordinances, and policies both orally and in wiring in a clear, concise, and tactful manner. Ability to use computers and various software programs, to include Word and Excel. Ability to work under pressure in a fast-paced environment. Ability to multi-task.
PHYSICAL AND MENTAL DEMANDS
Continuously requires fine dexterity, sitting, handling, vision, hearing, twisting, and talking. Occasionally requires standing, walking, reaching, kneeling, bending, and crouching. Sedentary strength demands include exerting up to 20 pounds of force occasionally or negligible weights frequently. Frequently requires frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires time pressures.
WORK ENVIRONMENT
The work is typically performed in an office environment, relatively free from unpleasant environmental conditions or hazards.
