Job Description

Position Summary The Director of Environmental Enforcement provides strategic leadership and operational management for all environmental compliance, property maintenance, blight mitigation, and litter-control enforcement activities within the County. This role ensures adherence to the International Property Maintenance Code (IPMC), local ordinances, and state environmental laws by directing inspections, investigations, enforcement actions, cleanup operations, and public education efforts. The Director leads a multidisciplinary enforcement team, collaborates with internal departments and outside agencies, and works to support safe, clean, and sustainable communities. The position reports to the Deputy County Administrator. Mission Statement The mission of the Environmental Enforcement Department is to protect public health, safety, and the environment by ensuring compliance with property maintenance standards, environmental regulations, and litter control laws. Through proactive inspections, transparent enforcement, community education, and collaborative partnerships, the department works to maintain clean, safe, and resilient neighborhoods for all residents. Essential Duties
    Property Inspections:
    Perform and oversee inspections of residential, commercial, industrial, and public properties to ensure compliance with all applicable codes, including the International Property Maintenance Code (IMPC) and ordinances.
      Violation Identification:
      Identify and document property maintenance code violations, including issues related to structural integrity, sanitation, and safety.
        Enforcement Actions:
        Issue notices of violation, citations, and other enforcement actions to property owners or occupants.
          Follow-Up Inspections:
          Perform follow-up inspections to ensure corrective actions have been taken and violations have been resolved.
            Public Interaction:
            Respond to complaints and inquiries from the public regarding property maintenance issues.
              Collaboration:
              Work with other departments and agencies to address complex property maintenance issues.
                Documentation:
                Maintain accurate records of inspections, violations, and enforcement actions. Prepare detailed reports as required.
                  Court Appearances:
                  Testify in court regarding property maintenance violations and enforcement actions when necessary.
                    Education and Outreach:
                    Educate property owners, tenants, and the community about property maintenance requirements and best practices.
                      Emergency Response:
                      Assist in emergency situations involving property damage or safety hazards.
                        Supervise Enforcement Officers:
                        Offer guidance and support.
                          Law Enforcement:
                          Enforce County and state litter control and environmental protection laws.
                            Investigations:
                            Handle complaints regarding property maintenance and litter control.
                              Patrol Duties:
                              Monitor illegal disposal of solid waste and litter.
                                Investigations:
                                Address complaints of illegal dumping.
                                  Public Assistance:
                                  Provide information and support regarding litter control.
                                    Traffic Control:
                                    Manage unlawful transportation of solid waste and litter.
                                      Landfill Reviews:
                                      Investigate misuse and scavenging at solid waste landfills.
                                        Coordination:
                                        Collaborate with State, County, and local authorities on investigations.
                                          Enforcement:
                                          Issue warnings, notice of violations, summonses, and citations as needed.
                                            Public Relations:
                                            Develop and implement litter control and property maintenance public relations programs.
                                              Training:
                                              Conduct or provide in-service training for officers.
                                                Staff Management:
                                                Plan, assign, and direct staff, administer job responsibility tests.
                                                  Employee Support:
                                                  Coach, counsel, and discipline staff as needed.
                                                    Administrative Supervision:
                                                    Oversee preparation and maintenance of departmental correspondence, reports, and files.
                                                      Budget Management:
                                                      Prepare department budgets and monitor expenditures.
                                                        Meeting Participation:
                                                        Attend meetings with department heads, County Council, and relevant organizations, making presentations to County Council. Knowledge, Skills, and Abilities
                                                          Code Knowledge:
                                                          Comprehensive understanding of property maintenance codes, ordinances, and regulations, including the International Property Maintenance Code (IPMC).
                                                            Inspection Techniques:
                                                            Proficiency in conducting thorough property inspections and identifying code violations.
                                                              Communication Skills:
                                                              Strong oral and written communication skills for interacting with property owners, tenants, and the public, as well as for preparing detailed reports and documentation.
                                                                Enforcement Skills:
                                                                Ability to enforce codes with firmness, tact, and impartiality.
                                                                  Problem-Solving:
                                                                  Strong analytical and problem-solving skills to address complex property maintenance issues.

                                                                      Familiarity with electronic inspection and reporting tools, and ability to use technology for documenting and managing inspections and violations.

                                                                        In-depth knowledge of laws, ordinances, and regulations for litter control.

                                                                          Capable of planning and directing a large staff.

                                                                                                Combination of education and experience equivalent to an associate degree in property management, construction management, criminal justice, or a related field.
                                                                                                  Experience:
                                                                                                  Significant experience in property inspection, code enforcement, litter enforcement, law enforcement, construction, or a related area. Experience with the International Property Maintenance Code (IPMC) is preferred. License/Certification and Other Requirements
                                                                                                    Driver's License:
                                                                                                    Valid driver's license issued in the state.
                                                                                                      Certification:
                                                                                                      Possession of or ability to obtain certification as a Property Maintenance and Housing Inspector from the International Code Council (ICC) or a similar certifying body.
                                                                                                        South Carolina Basic Law Enforcement Certification:
                                                                                                        Possession of or ability to obtain this certification.
                                                                                                          Compliance:
                                                                                                          Must meet and maintain all state and local education and training requirements for the position.
