Job Description

Job Summary The Real Estate Appraiser performs assessment of residential and commercial property, monitors growth and appreciation or depreciation of property, provides assessments to all property owners, and responds to questions and requests for the re-evaluation of property assessments Essential Job Functions To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. The County provides reasonable accommodations to enable individuals with disabilities to perform the primary functions herein described. Administers programs related to real property taxation. Develops procedures and standards in the usage of the recognized approaches to appraising real estate; keeps abreast of construction costs and market trends. Ensures compliance with all County and State laws pertaining to real property taxation. Appraises property and assists and advises the General Reassessment Contractor on certain parcels. Maintains all records and files; defends assessments to the property owner, Board of Equalization, and the Courts, as necessary. Disseminates information to the public, business community, civic groups, governments agencies, and the media. Assists taxpayers with questions/problems they may have and try to solve with a better understanding. Helps real estate brokers, fee appraisers, bankers, other county departments, and lawyers with questions they may have by phone, fax or email. Assists in figuring taxes for lawyers for closing. Interacts with Building Officials and Contractors. Additional Duties Performs additional duties to support operational requirements as assigned. Education and Experience Any combination of education equivalent to graduation from high school supplemented with major course work in real estate and appraisal methods, intermediate experience in the appraisal of property, or equivalent combination of education and experience. Licenses or Certifications None. Knowledge, Skills and Abilities Knowledge of standard office practices, procedures, equipment and techniques. Knowledge of business English, spelling and arithmetic. Knowledge of the organization and functions of the department and of general administrative policies and practices. Knowledge of Microsoft Office suite of programs for the purposes of creating and formatting documents, graphs, presentations, databases and spreadsheets. Knowledge of the principles and practices of real estate appraising for assessment purposes. Knowledge of building construction practices and of building and land values. Knowledge of the State laws, and ordinances relating to real property assessing. Skill in technical methodologies of gathering, organizing, and interpreting essential facts pertinent to the determination of property values. Skill in making difficult real property appraisals. Skill in making formal presentations to County officials, department staff, and the public. Skill in communicating effectively both orally and in writing in a highly interactive team-oriented work environment. Ability to work closely with zoning, planning, attorneys, contractors and surveyors. Ability to read and understand building construction plans and specifications. Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values. Ability to write clear and concise reports. Ability to deal effectively with the public and other employees. Ability to professionally defend appraisals to property owners, the Board of Equalization, and the Courts as required. Ability to keep office records and to prepare accurate reports from file sources. Ability to perform and organize work independently. Ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor. Ability to establish and maintain effective working relationships with associates and the general public. Physical Demands This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The annual starting pay range for this FLSA non-exempt position is $49,477.89-$56,899.58 , commensurate with qualifications, experience, and internal equity.
