Job Description

Chief Technical Officer OverviewA growing engineering and infrastructure services firm is seeking a Chief Technical Officer / Chief Engineer to serve as the organization's senior technical authority. This executive‑level role is responsible for defining technical strategy, ensuring engineering excellence, and maintaining accountability for professional standards, quality, and risk across all engineering service lines.

The position combines executive leadership with hands‑on professional engineering authority and plays a critical role in scaling people, processes, and technical systems while maintaining defensible, high‑quality engineering outcomes.

This role reports to executive leadership and works closely with senior stakeholders, clients, and regulators.

Executive ScopeSenior technical executive and chief engineering authorityDefines and executes firmwide technical strategy and standardsProvides professional judgment, accountability, and risk oversightSupports growth while ensuring consistency, safety, and engineering defensibilityKey ResponsibilitiesEngineering Authority & Technical LeadershipServe as the firm's senior technical authority and chief engineer across all engineering activitiesEstablish, maintain, and continuously improve engineering standards, methodologies, and workflowsProvide final technical oversight and approval for complex or high‑risk engineering conclusionsAct as an internal authority on applicable industry codes and standards related to utility and infrastructure engineeringStructural & Engineering Consulting OversightOversee structural and engineering consulting services, including:

Pole load analysis and structure modelingPhotogrammetry‑based assessmentsFinite element modeling and advanced analysisEnsure appropriate use and advancement of engineering software platformsEnsure accuracy, constructability, and defensibility of all engineering deliverablesEngineering Support & Asset Health ServicesOversee development of technical scopes of work for proposalsProvide engineering support for field inspection and assessment programsReview and approve engineering conclusions, remediation recommendations, and life‑extension strategiesMaintain and evolve risk‑based asset health librariesEnsure integration between engineering, field operations, and remediation activitiesLine Design ServicesOversee line design and engineering activities, including:

Line upgrades, rebuilds, and relocationsConductor selectionStructure and foundation engineeringPlan & profile drawings and related technical documentationSupport development of technical scopes for proposal effortsConstruction Quality OversightOversee engineering involvement in construction quality and QA/QC servicesQuality, Risk, & Professional AccountabilityEnsure all engineering work meets professional, ethical, and regulatory requirementsEstablish and enforce QA/QC protocols across engineering teamsReduce technical, safety, and litigation risk through sound engineering judgment and documentationServe as the final escalation point for technical disputes or risk decisionsTechnical Proposals & Client EngagementOversee technical accuracy of engineering proposals and deliverablesReview and approve technical scopes of work supporting business developmentAct as a senior technical liaison with clients, utilities, regulators, and partnersReinforce client confidence through consistent technical leadershipPeople Leadership & Capability DevelopmentRecruit, develop, and mentor engineering leaders and technical staffDefine competency expectations, training pathways, and professional development standardsMonitor engineering capacity, utilization, and workload forecastingBuild a scalable engineering organization aligned with long‑term growth objectivesSystems, Tools, & Process LeadershipOwn and improve engineering workflows, documentation systems, and technical librariesStandardize reporting formats and technical deliverablesDrive adoption of engineering tools, automation, and analytics to improve quality and scalabilityKey OutcomesConsistent delivery of high‑quality, defensible engineering solutionsReduced technical and professional riskStandardized engineering practices across all projectsScalable teams, systems, and processesStrong client trust in technical leadershipRequired QualificationsLicensed Professional Engineer (P.E.) in good standing (multi‑state licensure preferred)Extensive experience in utility, transmission, or infrastructure engineeringProven leadership of multidisciplinary engineering teamsDeep familiarity with engineering standards, inspections, and asset management practicesDemonstrated ability to balance executive leadership with hands‑on technical authority
