  • $137,500 a year 16 hours ago Qualifications Employee relationship building Full Job Description Responsibilities The Manager of Enterprise Risk and Control is responsible for managing and advancing the SBA's Enterprise Risk Management (ERM) program by providing insight, coordination, and technical expertise in the identification, assessment, mitigation, and reporting of enterprise risks.
The Manager of Enterprise Risk and Control partners closely with senior leadership, business units, and risk owners to integrate risk management into strategic planning, operational decision-making, and governance processes. The position provides a consolidated, enterprise-wide view of risk and serves as a key advisor on risk management, control effectiveness, and policy development across the organization. The Manager of Enterprise Risk and Control reports to the Director of Enterprise Risk Management. 55% Collaborates with business units and senior management to establish, maintain, and continuously improve enterprise risk management processes Manage the periodic formal risk assessments, including compiling scores, evaluating the results, coordinating on any changes needed, and reporting the results Contributes to a continuous risk assessment, which incorporates considerations of data analytics, key risk indicators, both internal and external factors, and other information as gathered in the points below to identify areas of high priority and additional review Develops and maintains a consolidated, enterprise-wide view of organizational risk by integrating risk assessments conducted by business units and other assurance functions Examines operating methods, policies, procedures, workflows, and other documentation to identify, assess, and validate key risks and existing controls Evaluates risk interdependencies and cascading effects across organizational functions Recommends process improvements, control enhancements, and policy revisions based on risk assessments, emerging risks, and best practices Serves as an enterprise risk management advisor to management and process owners across the SBA on risk, internal controls, and mitigation best practices Collaborates with risk owners and leadership to define risk appetite, tolerance thresholds, and mitigation strategies Monitors progress on mitigation efforts and evaluates residual risk Develops and enhances key risk indicators based on results of the risk assessment and management plans Serves as a technical subject-matter expert on cross-functional work-groups and initiatives, as assigned Assesses the operational risk impact of significant process changes, new initiatives, and system implementations Supports management initiatives and develops ad-hoc risk analyses upon request Establishes and maintains practices for tracking and evaluating critical risk drivers (e.g., models, processes, assumptions), as assigned 20% Manages the ERM group's tools and documentation of risks, controls, key risk indicators, and reporting processes in coordination with the ERM team Develops expertise in documentation and cross-functional integration of risk and controls in the GRC documentation tool to quantify, prioritize, report, and track identified risk and mitigation efforts Documents a comprehensive ERM framework aligned with organizational strategic goals, mission and regulatory requirements and uses the system to integrate with information from other business units Connects controls and mitigation activities to business units, core processes, and strategic objective Automates monitoring efforts where possible, coordinating with system support and other business units as applicable Designs and delivers reporting, including oversight group materials and dashboards, coordinating with relevant staff as applicable, that provide senior leadership with real-time visibility into the organization's aggregate risk profile 15%
  • Effectively Manages Human and Financial Resources Human Resources Management Human Resources Management Design and deliver risk dashboard that provide senior leadership with real-time visibility into the organization's aggregate risk profile Adheres to policies and procedures to recruit and hire qualified colleagues Ensures colleagues receive proper orientation and training to perform essential job functions Conducts performance evaluations in alignment with organizational policies Collaborates with colleagues to develop SMART goals, including career development/personal development objectives Provides ongoing coaching, counseling, and recognition related to job performance and behavioral expectations Promotes workplace safety and ensures tasks are performed safely Assesses succession planning needs, documents plans and develops competencies for future leadership roles Financial Resource Management Reviews departmental operations annually and prepares budgets in collaboration with senior leadership or the Budget Manager Evaluates, negotiates, and monitors vendor contracts to ensure cost-effective delivery of goods and services Manages departmental expenses within budget, monitors monthly variances, and investigates discrepancies Submits expense reports with appropriate documentation per established guidelines Conserves resources by optimizing the use of time, equipment, and supplies 05%•Develops and Implements Strategic Plans Serves as a strategic advisor to senior leadership on departmental and organizational objectives Develops or supports the development of strategic plans that align with broader organizational goals Engages colleagues in executing departmental strategic initiatives Oversees successful deployment of strategic plans 05%•Performs other duties as assigned by the Director of Enterprise Risk Management or the Chief Risk & Compliance Officer Qualifications Seven years of related experience.
A postsecondary degree may be used as an alternative for years of direct experience.
Preferences:
A bachelor's degree from an accredited college or university in finance, accounting, statistics, business, or a related field Possession of at least one of the following certifications is required: Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), Financial Risk Manager (FRM), Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), Certified Investments and Derivatives Auditor (CIDA), or Certified Information Systems Auditor (CISA) Experience in investment related compliance or auditing, a demonstrated track record of working collaboratively across multiple business units, and experience in reviewing and evaluating investment related contractual agreements Certified Public Accountant certificate from the Florida State Board of Accountancy or Chartered Financial Analyst (CFA) credential
Knowledge, Skills and Abilities:
Knowledge of financial markets and SBA investment strategies Knowledge of relevant industry standards and best practices, including the Committee of Sponsoring Organizations (COSO) framework and related principles Thorough knowledge of governance, risk, and control appropriate to the organization Excellent written and verbal communication skills Skilled in project management with the ability to manage multiple projects and tasks simultaneously Dedicated team player with a strong sense of leadership, coaching ability, ownership, and follow-through skills Strong computer literacy and analytical skills (including attention to detail, accuracy and efficiency) Strong interpersonal skills with the ability to interact with internal staff across all levels of the SBA and external organizations, maintain rapport, and build trust Ability to effectively define, implement, prioritize and delegate tasks and demonstrate flexibility necessitated by changing priorities Ability to judge the appropriateness of an organization's policies and procedures against industry best practices Ability to understand business processes, identify and assess risk, and apply best practices to processes, risk management and controls Ability to exercise initiative and work independently Ability to exercise professional judgement in decision making, problem solving and conflict resolution Ability to oversee, lead, and train staff
