Job Description
Performs intermediate professional work planning, coordinating, and administering various risk management programs. Focus of the work is on safety, property, liability, and auto programs as well as administering and developing training programs. The Risk & Safety Officer should have the capability to lead and ability to communicate safety concerns and provide actionable recommendations to all employees on safety issues and setting safety priorities. Previous work experience in a fast-paced, solutions-oriented public sector organization would be ideal. Considerable knowledge of OSHA regulations, workers' compensation, thorough knowledge of risk management, insurance practices and laws relating to liability and casualty insurance is critical. The Risk & Safety Officer must be a self-motivated/self-starter capable of working both independently and collaboratively. The position will report to the Human Resources Director while being a dedicated City team member and regularly partnering with all City operational areas. Develops and regularly audits safety and risk management policies and programs; Performs regular safety inspections. Administers the workers compensation program communicating as necessary with insurance company, case managers, employees, etc.; Files and monitors workers' compensation, general liability or property claims and works closely with case managers and claims representatives to provide information or to resolve issues; Administers controlled substance and alcohol testing program; Educates all employees on safety; works with departments to ensure contractors follow required safety regulations; works with NCLM and NCDOL Consultative Services to promote and elevate safety throughout the City; Audits and maintains the City's property, vehicle, and equipment schedules for insurance; verifies property schedule; compiles, completes, and submits insurance renewals.; Responds to propertly and vehicle complaints and claims Lead root-cause investigations for all workplace injuries, vehicle accidents, and property damage. Determine preventative measures and report findings to City management. Ensures submission of annual reporting to the Department of Labor, OSHA, and other regulatory authorities as required Develops, reviews, and makes recommendations on updates to policies, procedures, forms, and contracts. Serves as City's Americans with Disabilities Act (ADA) Coordinator. Serves as City Safety Officer ensuring compliance with OSHA requirements. Serves on the City steering committee for disaster mitigation and preparedness. Administers the City's physical building access system and monitors additional systems as needed to investigate safety and security concerns. Provides support to the Human Resources Director in responding to employee complaints and facilitating employee investigations. Additional Job Duties May organize and direct special programs and activities for the organization. Serves as back up for positions within the organization. Performs related duties as required.
Required:
An Associate's degree from an accredited college or university with major course work in risk management, industrial safety, or related field. Three (3) years experience in municipal risk management and occupational safety or related field.
Preferred:
A Bachelor's degree from an accredited college or university with major coursework in risk management, industrial safety, or related field. Four (4) - seven (7) years' experience in municipal risk management and occupational safety or related field. Certification such as 100 hour -Manager of Environmental, Safety and Health (MESH), OSHA and other Safety designations like Certified Safety Professional (CSP), Society of Human Resources Management (SHRM) SCP/CP, International Public Management Association-Human Resources (IPMA-HR) SCP/CP, and/or other relevant certification preferred. Must be able to perform the basic life operational skills of climbing, stooping, kneeling, crouching, reaching, standing, walking, grasping, talking, hearing and repetitive motions. Must be able to perform medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift objects. Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer terminal, and do extensive reading.
