Why does the job exist? The Office of Internal Oversight Bureau oversees all governance, risk, and control duties for the agency. The Governance, Risk and Compliance Manager will directly oversee multiple positions that include internal audit functions, external and internal risk, and compliance analysis. Audits may include activities such as operational, compliance, and IT general controls audits in accordance with standards, statutes and regulations. How does it get done? This position provides guidance and counsel to the agency CIO and executive management to define objectives for information security. This position participates in the development and implementation of effective policies and practices to secure protected and sensitive data and ensure information security and compliance with relevant legislation and legal interpretation. This position supports the development of agency policies, processes and control techniques to address information security requirements and standards. This position exercises full management responsibility for the Office of Internal Oversight team (5 FTE), including recruiting, hiring, training, developing, evaluating, and setting priorities. The position may be delegated the Tax and Rev's IRS Disclosure Officer and/or SRCA Records Custodian duties. The positions will provide guidance to maintaining adequate security over the extremely sensitive information stored in GenTax and Tapestry, which is essential to TRD¿s mission. AO II will be the primary party to oversee all governance, risk, and control duties for the agency, including but not limited to the following duties: Governance activities: Approve user access changes in GenTax and Tapestry for OIO Provide compliance oversight for segregation of duties Perform all Disclosure officer duties Oversee Compliance Audits for user access and system usage Submit all required documents to the IRS per the duties of the IRS Disclosure officer for the Agency Monitor the security access list and restricted taxpayer list Provide guidance and oversight for security policy implementation, including implementation of the GRC platform IRS TDS (Transcript Delivery System) ¿ Admin and POC / Compliance monitor
Risk Activities:
Review and complete data requests from approved entities Perform Agency Records Custodian Provide support for the Agency IPRA process Perform Risk assessments and oversee the implementation process related to risk reduction Who are the customers? This position serves taxpayers of the State of New Mexico, the OIO staff (5 FTE), the Office of the Secretary, and the executive management teams of all seven Divisions of the Department. Ideal Candidate This position serves taxpayers of the State of New Mexico, the OIO staff (5 FTE), the Office of the Secretary, and the executive management teams of all seven Divisions of the Department. Minimum Qualification Bachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience Employment Requirements Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to pre-employment criminal background check to include fingerprint checks and is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
