Job Description

Office of Administration The Office of Administration (OAD) supports the effective operation of the Department by managing accounting, budget control, procurement, contract management, strategic planning and personnel management. The Office also oversees the NRTA, which provides secure financial frameworks for managing environmental liabilities. The Office ensures fiscal responsibility, workforce development, regulatory compliance and modernization of administrative systems to enhance operational efficiency and transparency. The Business Analytics Specialist is located within the Office of Administration and reports to the Special Project Officer - Director of Resource Management Systems and Process Modernization in Baton Rouge, Louisiana. This position supports the Department of Conservation and Energy's mission by improving operational efficiency, transparency, and data accessibility related to the state's energy and natural resources. The incumbent works with internal staff to document and evaluate SONRIS business processes, identify opportunities for improvement, and develop actionable solutions. The position also collaborates with the Office of Technology Services (OTS) contractor to define business requirements for system enhancements, Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. JOB DUTIES
As a Business Analytics Specialist, you will play a vital role in analyzing data, identifying trends, and providing actionable insights that support strategic planning and operational decision-making. In this role, you will: Continuously obtains, reviews, and analyzes data related to programs, operations, scope, goals, and associated policies, practices, and procedures used to implement and maintain programs. Regularly utilizes OTS-approved artificial intelligence (AI) tools to support document and data ingestion, streamline documentation updates, and improve efficiency in maintaining current-state records. Continuously analyzes workflows to identify inefficiencies, redundancies, and gaps in processes across programs and operations. Engages with stakeholders to validate findings and ensure identified gaps reflect current operational needs. Develops and refines detailed documentation outlining proposed improvements, including future-state processes, data structures, and business rules. Routinely presents findings and data-driven recommendations to executive leadership to support informed decision-making and prioritization. Leads and supports ongoing user acceptance testing (UAT) efforts to ensure enhancements meet functional and business requirements. Conducts periodic and ongoing evaluations of implemented solutions to ensure alignment with organizational goals and performance outcomes. Collaborates with agency leadership to implement process and organizational improvements. Assists with mapping new workflows and defining roles and responsibilities. Supports agency initiatives such as ADA compliance in coordination with the Communications Division. May perform other duties as assigned.

Compensation:
