ASSISTANT COLLECTOR
(Water) 35 Hours per week Salary Range $47,814 - 65,049 annually Definition Skilled bookkeeping, accounting and data processing work related to the collection and maintenance of water and sewer accounts; all other related work, as required. Supervision Works under the general supervision of the Deputy Treasurer/ Collector of Taxes, in accordance with established methods and procedures; issues requiring clarification are referred to the supervisor. Performs a variety of responsible duties which require considerable attention to detail, accuracy and the exercise of judgment in carrying out operations. Work Environment Performs work in busy office conditions; the volume of work is subject to cyclic fluctuations; work outside of normal business hours should be expected during busier months. Work may be performed in the office of the Treasurer or in the offices of the Department of Public Works. The employee operates standard office equipment and postage/mail equipment. The employee has contact with taxpayers, town departments, state agencies, vendors and realtors. Contacts are in person, by telephone, e-mail, or in writing. The employee has access to personal information about taxpayers. Failure to pursue collections could result in monetary loss. Essential Duties and Responsibilities The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Issues and processes water bills, past due notices, lien notices and statements. Performs data entry for payments, interest and adjustments; maintains a cash receipt journal for all water and sewer collection activity; reports collection activity and general ledger activity; maintains several periodic logs and journals detailing all financial activity. Enters data pertaining to updated addresses and obsolete, temporary and new accounts; processes and reviews abatements and adjustments; refunds credit balances to customers; liens unpaid accounts to Real Estate bill; provides analysis and prepares monthly reports regarding abatements, adjustments, collections, commitments and refunds. Reviews and verifies daily activity and outstanding balance report, and other reports related to Water/Sewer collection; balances daily with Head Cashier and monthly with Comptroller; makes adjustments to accounts and notifies customers of the results. Responds to inquiries from the public relating to water issues and other functions of the Tax Collector's office, by telephone and written correspondence; resolves difficult customer-service issues. Assists other assistant collectors, account clerks, and cashier with assignments, as necessary. Reviews written procedures relative to the water and sewer system and makes recommendations for revisions and implements changes; recommends new methods, procedures, and ideas for improving operations, consistent with the goal of providing high levels of customer service. Maintains inventory of supplies; responsible for design and production of the water/sewer bill. Assists auditors with annual audit of the water and sewer system. Performs similar or related work as directed, required, or as situation dictates. Recommended Minimum Qualifications Education and Experience High School diploma; advanced training in bookkeeping or accounting; three years of office experience; municipal experience preferred; or an equivalent combination of education and experience. Knowledge, Ability and Skill Thorough knowledge of office practices and procedures. Knowledge of account maintenance procedures and computerized accounting systems. Ability to organize time and accomplish tasks with accuracy and attention to detail. Ability to work effectively under time constraints to meet deadlines. Ability to organize and maintain financial records. Mathematical ability. Ability to communicate effectively verbally and in writing. Strong organizational and interpersonal skills. Excellent computer skills. Physical Requirements Minimal physical effort is required to perform duties under typical office conditions. The employee is frequently required to stand, walk, sit, speak, hear, and use hands to operate equipment. Vision requirements include the ability to read routine documents and use a computer.
