Job Description
This recruitment is open to current Washington State Department of Revenue employees only. Attention Revenue! Your Taxpayer Account Administration (TAA) division is excited to announce an opportunity for an Excise Tax Examiner 4 (ETE4). Make a difference, join our team! Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs including capital gains tax, forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits. Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners. Teleworking options and flexible work schedules. This ETE4 position will support Local Tax distribution administration, performing higher level, more complex tasks. Some of the duties of the Local Tax ETE4 will include: Provide expert-level support and guidance to all three Local Tax teams, programs, and duties. Operate as point of contact for jurisdictions sending routine data requests and review and answer city data requests including pulling custom reports from ATLAS. Support the Local Finance Teams Tribal distribution by reviewing the distribution after the assigned lead has completed their review. Perform theory and math review of some of the division's tax assessments. Assist in the preparation and delivery of presentations to the annual Local Government Partnership meeting. Draft tax policy documents to solicit feedback from internal policy divisions. Assist in writing, reviewing, and gathering data for ITA response requests, constituent responses, and director's briefing documents. Complete and review ATLAS work items and taxpayer correspondence for local teams. Perform legislative expenditure analysis for the division. Telework - This position has the flexibility to work remotely most of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate. Details of teleworking considerations will be addressed during the interview process. The required qualifications are key competencies that have been successfully demonstrated through experience or education. To join our team, you must possess the following knowledge, skills, abilities, and competencies: Demonstrated ability to analyze and interpret complex tax data, monthly reports, assessments, and legislative proposals , supported by progressive experience reviewing financial, accounting, or tax-related documentation to identify errors, evaluate impacts, and ensure compliance with applicable laws and policies. Proven ability to independently research and apply Washington excise tax laws, rules, policies, and procedures , including providing authoritative guidance to staff on taxpayer reporting requirements, accounting methods, and program-specific tax interpretation. Progressive experience utilizing enterprise tax systems such as ATLAS or comparable automated platforms , including demonstrated skill in pulling, analyzing, and validating data, identifying distribution discrepancies, and supporting system testing for quarterly updates and legislative implementations. Proven ability to communicate complex information clearly and effectively both verbally and in writing , including experience drafting policy documents, preparing briefings, creating and delivering presentations, and responding to inquiries from internal staff, local jurisdictions, and other stakeholders. Demonstrated ability to provide guidance, support, and constructive feedback to staff , including experience training new examiners, reviewing work for accuracy, answering escalated questions, and offering recommendations to management on policy or procedural issues. Progressive experience conducting research and gathering information from multiple sources , including identifying necessary questions, validating taxpayer reporting, evaluating legislative impacts, and formulating recommendations to improve program administration and operational efficiency. Proven ability to manage time and organize work effectively , including independently prioritizing duties, meeting deadlines, balancing multiple assignments, and completing both routine tasks and complex projects despite frequent interruptions. Preference may be granted to candidates who possess the following: One year as an Excise Tax Examiner 3. Two years Department of Revenue experience at the journey level in accounting, auditing, compliance or tax administration. Batchelor's degree involving major study in business, accounting, public administration or closely allied field. 6 semester (9 quarter) hours of accounting, business law, money and banking, or finance coursework has been completed. Knowledge of the legislative process. Understand the local distribution process. Knowledge of and or experience in supervisory practices. Experience completing and delivering work reviews to others. Six years of experience in accounting, banking, auditing, tax compliance or tax administration, provided the candidate has experience working with the Department's mission critical systems. Has an intermediate understanding of Lean Six Sigma methodologies, principles and practices.
