GENERAL DESCRIPTION OF THE WORK OF THE POSITION
This position is responsible for cash collections which may include account processing on all or some city services such as Fire Fees/Storm Water, Business License, Business & Occupation Tax, Non-Resident Street Maintenance Charge, Building Permits and various other cash receipts. This position is also responsible for working on delinquent accounts to increase department revenue. Additionally, the position will assist other personnel with tasks as needed. This employee is required to set their own methods of coordinating large quantities of work and must have the ability to effectively manage quantities of hard copy and electronic records, ensuring that these are accurately stored, organized, updated and easily located. The position also serves the public by responding to customer inquiries. Therefore, this employee must have the ability to effectively and politely greet and assist office visitors in person and on the phone. The individual in this position should be capable of developing new approaches to increase individual and department performance and be conscientious of the need for accuracy and timelines in completing assignments and projects. 6.
DUTIES OF THE POSITION
(ILLUSTRATIVE ONLY) Thorough knowledge of cash collections, Fire Fees/SWU, Business License, Business & Occupation Tax, Non-Resident Street Maintenance Charge, Utility Billing, Building Permits, service fee billing, Accounts Receivable and other cyclical billing procedures and accounting for same; thorough knowledge of collections on delinquent accounts and accounting for same; thorough knowledge of City Tax Code and City Code sections relative to service fee billing; thorough knowledge of West Virginia Public Service Commission Rules and Regulations relative to Water and Sewer Utilities; and thorough knowledge of the philosophy underlying local and State Gross Sales laws. Good knowledge of clerical methods in keeping accounts and records in addition to good knowledge of accounting procedures. This position requires advanced computer skills with extensive knowledge in research of properties and tax records. Incumbent should have knowledge of office software and equipment with good keyboarding/typing skills and ability to carry out complex oral and written orders. This person must show mental alertness, judgment, accuracy, and integrity. 7.
DESCRIPTION OF SUPERVISION RECEIVED BY AN INCUMBENT OF THIS POSITION
The incumbent of this position works directly under supervision of the Finance Director. 8.
DESCRIPTION OF SUPERVISION EXERCISED BY AN INCUMBENT OF THIS POSITION
The incumbent of this position has no supervision duties. 9.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR PERFORMANCE OF THE WORK
The employee must have a thorough knowledge of business English, spelling, and commercial arithmetic. The employee should have advanced computer skills with extensive knowledge in research of properties and tax records, billing software and with a working knowledge of Microsoft Word and Excel. The employee must possess a fast and accurate typing ability and have the ability to maintain effective working relationships with other employees and the general public, and to deal with public relations problems and complaints courteously and tactfully. An employee in this position must have the ability to prioritize projects and information for the Department. 10.
EDUCATION AND/OR EXPERIENCE NECESSARY FOR WORK PREPARATION
Considerable experience in performing general office and clerical work of a progressively responsible nature, preferably including public contact; High School diploma, including or supplemented by training in software systems and courses in keyboarding and business practices; proficiency in Microsoft Office products including Excel and Word. Preferably completion of college level coursework in business administration; or an equivalent combination of experience and training. 11.
PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; talk clearly, hear, and are able to speak publicly. The employee is frequently required to walk, climb stairs and run local errands, such as walking to the Post Office to process mail, driving to various departments to conduct petty cash audits, and may periodically drive to banks to collect paperwork. The employee is occasionally required to stand and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Work is primarily conducted indoors; however, some duties may require the incumbent to walk outdoors.
