Monday•Friday | 8:00 AM•5:00 PM Job Description We are seeking an experienced Director of Finance to oversee all financial operations, strategic planning, budgeting, accounting, and housing development-related financial activities. This leadership role is responsible for ensuring compliance with HUD regulations, maintaining strong financial controls, and supporting the organization's long-term operational and development goals. The ideal candidate will have extensive experience in financial management, public sector or housing authority operations, and regulatory compliance, along with strong leadership and strategic planning abilities. Duties and Responsibilities Oversee all Finance Department operations including accounting, budgeting, financial planning, housing development activities, and internal controls Develop and implement departmental goals, policies, procedures, and strategic initiatives Ensure compliance with HUD regulations, financial laws, policies, and reporting requirements Manage departmental budgets, forecasts, expenditures, and resource allocation Direct financial reporting including HUD Financial Data Submissions, GAAP financial statements, monthly and annual reporting, and year-end closings Oversee cash flow management, investment of excess revenues, payroll support, and banking activities Coordinate independent audits, insurance services, and financial reviews Supervise, train, mentor, and evaluate finance staff and subordinate managers Represent the Finance Department with government agencies, community organizations, elected officials, and external stakeholders Oversee HUD reviews and audits including SEMAP and PHAS compliance activities Support affordable housing development projects including financing, rehabilitation, acquisitions, modernization, and mixed-finance initiatives Develop financial feasibility analyses and reports for housing development projects Coordinate with public and private financing sources, developers, and stakeholders regarding housing initiatives Prepare staff reports, policy analyses, and presentations for leadership, committees, and boards Qualifications Strong leadership and financial management experience in public sector, housing authority, or government-related finance operations preferred Extensive knowledge of HUD regulations, GAAP standards, budgeting, auditing, and financial reporting Experience with affordable housing finance, tax credits, bonds, and development funding programs preferred Strong analytical, organizational, and strategic planning skills Excellent communication and leadership abilities Ability to manage multiple projects, departments, and compliance requirements simultaneously
