Job Description

Summary Pottawattamie County is hiring for the role of Finance & Budget Director. Under the direction of the Board of Supervisors, the Finance & Budget Director is responsible for coordinating the County's budgeting processes and assisting in the preparation of financial reports and fiscal analysis for the Board of Supervisors. The position works collaboratively with county departments, elected officials, and the Auditor's Office to support the County's financial planning, budget monitoring, and financial reporting functions. This position focuses primarily on the administration of the County's budget process and financial reporting activities and provides financial information to assist the Board of Supervisors in decision-making. Essential Functions Direct and assist department heads in the preparation of annual departmental budget requests. Provide training and guidance to county departments regarding budget preparation procedures, timelines, and policies. Coordinate the preparation and compilation of the County's annual budget documents for review by the Board of Supervisors. Monitor departmental expenditures and assist departments in managing approved budgets. Prepare budget amendments, transfers, and adjustments as directed by the Board of Supervisors. Provide budget projections and analysis of revenue and expenditure trends. Prepare monthly and periodic financial reports for the Board of Supervisors summarizing revenues, expenditures, and budget status. Assist in preparing year-end financial summaries and other financial reports as requested by the Board. Compile financial data from various county offices and departments to support financial reporting and budget monitoring. Provide financial information and reports for Board meetings and budget discussions. Serve as a resource for department heads regarding budget management and financial procedures. Provide assistance in analyzing departmental expenditures and identifying budget trends. Work collaboratively with departments to address budget questions and financial reporting needs. Coordinate with the Auditor's Office and other county financial offices to obtain financial data necessary for budgeting and reporting. Assist in ensuring financial information used for budgeting and reporting is accurate and consistent. Respond to financial inquiries from county departments and the Board of Supervisors. Administer the County credit card program including issuance, monitoring, and reconciliation coordination. Participate in internal committees or work groups as requested by the Board of Supervisors. Assist in compiling financial information for presentations, reports, or public information purposes. Essential Knowledge, Experience, and Ability Knowledge of governmental accounting principles and budgeting practices. Knowledge of fund accounting systems used in local government. Ability to prepare and interpret financial reports and budget documents. Ability to perform financial analysis related to revenues, expenditures, and budget trends. Proficiency in spreadsheet software and financial management systems. Ability to communicate financial information clearly both verbally and in writing. Ability to establish and maintain effective working relationships with elected officials, department heads, county employees, and the public. Ability to manage multiple assignments and meet deadlines. Essential Education, Certification, and/or Licenses Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field preferred. Five years of experience in accounting, finance, budgeting, or related work, preferably in government or public sector finance. Equivalent combinations of education and experience may be considered.
