Job Description
Nature of Work Under the supervision of the President, the Vice President for Administration and Finance (VPAF) will provide vision and leadership for the college in the areas of administration and finance. As a key member of Cabinet, the VPAF will work collaboratively with Cabinet colleagues, administrators, faculty, staff and students to support a student-centered culture of engagement. As a Cabinet member, the VPAF will engage in relationship building on campus and in area communities. As the College's chief business and financial officer, the Vice President is responsible for developing and overseeing controls, policies and procedures that effectively steward the college's human, physical and financial resources. The VPAF will provide leadership and oversight for Accounting, Budget, Student Accounts, Custodial, Facility Services, as well as providing leadership for the institution's ongoing efforts to pursue innovative business solutions and to develop operating strategies that enhance revenues and efficiency and lead to more cost-effective administrative practices. The VPAF will serve as the principal advisor to the President on budget review and planning and assume a collaborative role in defining and implementing the strategic vision of the College as well as to improve the overall effectiveness and quality of the College's financial and business planning and operations. The VPAF will be committed to accountability and fiscal stability and dedicated to the student-focused educational mission of Peru State. The position requires an individual with vision, integrity, and energy, along with the ability to manage positively in an environment that has a strong emphasis on cooperation, collegiality, employee development and inclusion. Examples of Work Performed 1. Serve as chief Business officer for the College a. Oversees budget planning and development, payroll, facilities planning and construction, Budget, Student Accounts, Custodial, Facility Services, and Accounting for the College. b. Initiate and coordinate activities and programs and provide supervision of the business services and major construction/renovation projects and initiatives. c. Implement and interpret the policies and procedures of the College and the Nebraska State College System. d. Recommend budget and personnel program resource allocations. e. Initiate recommendations and activities to maintain and strengthen the quality of business services. f. Initiate recommendations and advice to ensure fiscal responsibility, and to ensure compliance with State and Federal programs. g. Serve as the principal staff officer responsible for coordination, interpretation, and analysis of financial information required by the State College System Office, and for compliance with state and federal regulations. h. Oversees the preparation of financial reports, the biennial budget request and the annual budget. i. Serves as oversight/supervision of the College's contracts process. j. Responsible for oversight of College audits. 2. Serves as member of Nebraska State College System Council of Business Officers. Serve in an advisory capacity to the President. 3. Encourage excellence in teaching, research and service within the College, foster a collegial environment, and cultivate a commitment to diversity and civility. 4. Serve as an effective channel of communication between the College and the community as well as to outside constituencies. 5. Execute institutional policy, and with the System Office, develop College policies and procedures. 6. Serve on, and provide leadership for, select campus-wide committees. 7. Other related duties as assigned by President. Required Qualifications At least seven years of progressively responsible institutional management experience. Demonstrated expertise in financial management and forecasting, annual and strategic budgeting, facilities management and capital project oversight. Understanding of and experience with information system project planning and implementation support. Demonstrated ability to work collegially with internal and external constituencies. Excellent communication, interpersonal and personnel management and supervisory skills. Experience providing collaborative leadership within an organization and developing professional capacity in department leaders and staff. Preferred Qualifications Experience working in a higher-education setting, and experience with governmental appropriations and funding is highly preferred.
