Assistant Comptroller City of Binghamton - Finance Department

This position offers the opportunity to: Work directly with City leadership on critical financial operations and planning Play a major role in budgeting, payroll, auditing, cash management, and financial reporting Contribute to the financial health and long-term success of the City Gain valuable experience in municipal finance and governmental accounting Lead and collaborate across departments on high-level financial initiatives Position Overview Reporting directly to the Comptroller, the Assistant Comptroller assists in overseeing all major accounting and financial functions for the City. This role is instrumental in maintaining accurate financial records, ensuring compliance with federal and state regulations, supporting audits, and helping guide the City's fiscal operations. The ideal candidate will combine strong technical accounting knowledge with initiative, professionalism, sound judgment, and the ability to manage multiple priorities under deadlines. Key Responsibilities Assist in preparation and administration of the City budget Prepare and analyze financial reports and statements Review and approve purchase requisitions and accounts payable Oversee payroll operations, payroll tax filings, and related reporting Reconcile general ledger accounts and maintain supporting documentation Assist with year-end audit preparation and financial compliance Manage cash accounts and monitor cash flow activities Coordinate wire transfers and debt payments Work with department heads on budget amendments and financial planning Assist in developing and improving accounting procedures and internal controls Monitor financial operations of the joint sewage treatment plant Support fixed asset accounting and reporting activities What We're Looking For The successful candidate will demonstrate: Strong accounting and financial analysis skills Excellent organizational and time-management abilities Ability to manage multiple projects and deadlines effectively Advanced proficiency with Excel and financial/accounting software Strong communication and problem-solving skills Initiative, professionalism, and sound independent judgment Ability to collaborate effectively across departments Government or municipal finance experience is highly desirable Minimum Qualifications Option 1 Master's degree in Accounting or a closely related field, including at least 18 semester credit hours in accounting, and two (2) years of relevant experience. Option 2 Bachelor's degree in Accounting or a closely related field, including at least 18 semester credit hours in accounting, and four (4) years of relevant experience. Degrees must be from a regionally accredited or New York State registered college or university.
