Open Until Filled S ummary The Vice President of Strategic Public Affairs is an executive leadership position and policymaker who operates with extensive latitude for the exercise of independent judgment and decision-making authority. In this role, the incumbent will develop integrated corporate communication strategies and guide public/government affairs and community engagements across MTA Construction and Development and the Office of the President. Develops and implements proactive strategies for communication with the public, elected officials, MTA Leadership, MTA Board, media, and community stakeholders regarding capital projects and/or initiatives, as well as responds to stakeholder inquiries, including urgent and time-sensitive communications. The Vice President is responsible for working with other senior MTA leadership to navigate politically complicated processes requiring coordination and consensus-building across many layers of diverse stakeholders, both internally and externally. This position also recommends strategies for internal communications within C&D, which include corporate branding, crisis management responses, executive visibility, and leadership and cultural engagements effectuated through digital and social channels across the entire agency. Responsible for the oversight of the daily functions of the Strategic Communications Team within MTA Construction and Development. Responsibilities The Vice President works with the MTA C&D President, Executive Team, and Staff to establish integrated corporate communications, innovative content, vision, and strategic priorities that align with MTA Construction and Development's capital program, organizational goals and objectives, and priorities. Principle Communication Liaison between MTA C&D and the MTA Press Office, MTA Communications, MTA Leadership, and other media and/or communications to ensure cohesive and impactful content across all channels and platforms and alignment with MTA C&D strategic organizational goals and objectives. Oversees strategic communications team responses to press and media inquiries, manages the agency's presence and influence on social media, and provides recommendations for press releases, op-eds, talking points, and presentations. Establishes framework and institutes consistent style and coordinates with other MTA Communications and other customer communications entities to drive the tone and messaging across varied communications projects. Oversight and directs the production of high-quality materials for public presentations, board presentations, press releases, and other forms of communication, often with limited lead-time, as well as the output of longer-term communications projects related to specific projects and policy initiatives. Develops style guidance and implements long-term branding planning for the agency, directing staff and project teams to align external communications to this standard. Guides creative communications in the fields of video, infographics, photography, and graphic design for internal and external communications. High level of authority for the decision-making, staffing, and budget for the Strategic Communications team, subject to approval, regarding the most significant communications business policies, procedures, and protocols. May need to work outside of regular work hours (i.e., evenings and weekends), including attending community engagement events. Travel may be required to other MTA locations or other external sites, including community events, site tours, and filming and photographing of construction sites. Education and Experience Bachelor's Degree in Communications, English, Business Administration, Public Policy, Public Administration, or related field, or equivalent experience. Must have a minimum of (13) to (15) years) years of related experience in communications, government, or government affairs. Must have a minimum of eight (8) years in a leadership and/or managerial role in a large, multi-faceted, fast-paced organization or governmental body preferred. Master's degree preferred. Proven track record, knowledge, and/or ability to manage communications and government/public affairs in a complex, high-profile, high-pressure environment. Possess exceptional leadership, presentation, and communication skills, including the ability to motivate, coach, and direct a communications team. Possess the ability to build strong partnerships with staff and stakeholders. Possess a high level of political acumen gained through experience working in public administration, transportation, communications, and/or government/public environments. Comfortable working and communicating with professionals at all levels. Experience in presenting and interacting directly with senior executives, government officials, and board members, as well as external partners. Proven ability to exercise judgment, discretion, course correct, and manage shifting priorities and challenges. Excellent presentation, interpersonal, and written and verbal communication skills, including demonstrated ability to persuade others and achieve beneficial outcomes. Demonstrated ability to communicate and interact well with external agencies that may include the New York State Governor's Office, New York City government, elected and other public officials, and federal and state authorities. Demonstrated ability to communicate effectively with key internal stakeholders, including the MTA C&D Leadership, MTA Press Office, Communications, Agencies, and MTA Board. Strong managerial skills to effectively direct a staff of professionals in implementing the short•and long-term goals and direction for the area of responsibility. Proficient in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
