Job Description:
SUNY Schenectady County Community College seeks an accomplished executive to join its leadership team as Vice President of Administration and Finance. The Vice President of Administration and Finance (VPAF) serves as an advisor to the President in all matters related to the management and oversight of business and financial affairs of the College (including all of its campuses and extension sites). Responsibilities include the development and implementation of sound and student-oriented business and fiscal policies, negotiating and administering the union contracts, and skillful and entrepreneurial leadership of facilities planning and construction, budget development and management, finance, payroll, purchasing, procurement, and public safety. The VPAF also serves as a member of the negotiations team and a management representative with SUNY Schenectady's unions. The VPAF is the Chief Fiscal Officer of the College, a key member of the executive leadership team, and a chief advisor to the President on all matters related to the management and oversight of business and financial affairs of the College (including all of its campuses and extension sites). Responsibilities include the development and implementation of sound and student-oriented business and fiscal policies, negotiating and administering the union contracts, and skillful and entrepreneurial leadership of facilities planning and construction, budget development and management, finance, payroll, purchasing, procurement, and public safety Supervisory Responsibility The VPAF provides leadership and direct oversight for Administrators within the Department of Administration and Finance, ensuring effective management, operational alignment, and accountability across all related functions. Reporting Responsibility The VPAF reports directly to the College President.
RESPONSIBILITIES
Provide leadership and oversight of the daily fiscal operations of the College. Provide leadership and oversight in the collection, receiving, receipting, depositing and disbursement of all funds. Provide leadership and oversight in the accounting, financial and control reporting, internal auditing, and long-term financial planning of business affairs of the College in consultation with the President. Keep the President fully advised on financial related matters of the College through regular reporting, meetings, and conferences. Act as College Treasurer, review all expenditure warrants and provide the Treasurer's report at Board of Trustees meetings. Acts as an authorized signatory of the college for contractual, fiscal and reporting requirements as needed. Provide leadership and oversight of the College's bidding process. Provide leadership and oversight for the operation, maintenance, and protection of the physical plant and College vehicles. Supervise all new construction to include making recommendations to the President on construction, participating in conferences with architects, engineers, and supervisors. Administer inventory and property control programs and assist in the administration of an effective space-utilization program. Serve as the liaison with the finance offices of the County and State University in matters relating to the implementation of the budget of the College. Oversee the operation of the business office of the College. Prepare reports and other information as may be required for communication between the Business Office and the President and for effective management of the College resources. Submit to the Trustees at each regular meeting a statement of revenue and expenditures report and appropriate other financial data and related comments. Act as an agent for the College in developing rental agreements for consideration by the President or the Board of Trustees. Serve on the Faculty-Student Association Board to represent the administrative interest of the College. Lead and coordinate activities of Fiscal Services and Financial Reporting, Payroll, Physical Plant, Public Safety, Facilities Planning, Construction, and Purchasing Develop and manage the operating and capital budgets of the College in collaboration with the President, the executive staff, and budget managers; and facilitates administration of the budgets in accordance with College policies and procedures. Maintain appropriate College financial records and physical asset records and coordinates audits by College, State, and Federal designated authorities. Serve as Chief Financial Advisor to the President; recommends to the President changes in College policies and procedures governing business, fiscal, payroll, and facilities functions. Administer contracting relationships for the College with the support of legal counsel. Oversee and manage the implementation of the Facilities Master Plan, deferred maintenance, including five-year renovation plans, major construction projects, and equipment/furniture replacement plans. Manage and recommend changes in the College's insurance programs. Manage and recommend changes in the College's investment of funds. Lead strategic planning efforts for all aspects of financial and administrative services. Maintain official administrative contact with County, State, and Federal agencies, and represents the College at various organizations and meetings. Administer the Facilities Master Plan, coordinating facility design utilization and capital projects in consultation with the Director of Facilities. Keep abreast of developments regarding matters from the State University of New York central administration, New York State Education Department, and other agencies requiring reporting. Serve as a liaison between the President's office and the Schenectady County Legislature. Supervise and is responsible for compliance with all State, Federal and local laws related to E.P.A., D.E.C., A.S.H.A., P.E.S.H., and O.F.P.C. Performs other duties as assigned by the President.
Requirements:
Required Qualifications:
Current CPA/CMA credential or a master's degree in a related field from a regionally accredited college or university. Strong financial/accounting background. Progressively responsible work experience in finance and administration, preferably within a higher education setting. Possess a proven track record of strong leadership and proven managerial skills, excellent organizational, administrative, computer and interpersonal and oral/written communication skills, and the ability to work with confidential information. Substantial management experience related to administrative and fiscal affairs in a complex organization, preferably in higher education.
Preferred Qualifications:
Master's degree with a concentration in Accounting or Finance. Demonstrated knowledge of contemporary theories and practices in Finance and Administration. Demonstrated skill in managing budgets, equipment, and other institutional resources. Advanced degree in a related field of study from a regionally accredited college or university.
