GENERAL PURPOSE
An exceptional opportunity for an Accounting professional to join a dynamic organization. The Assistant Conroller is a highly professional individual within our Finance Team. This position serves as the back up to the Chief Financial Officer. Organizationally, our intent is to groom the successful candidate, in this role, for future elevation into a that leadership position. This position maintains a variety of accounts, general ledgers, and financial records, provides budgetary forecasts, reports, and modifications, and performs professional accounting duties involving the reporting of financial transactions and maintenance of financial records for Authority operations, programs, and services.
ESSENTIAL JOB FUNCTIONS
- Maintains full accounting records, including expenditure and budgetary control accounts for each program.
- Maintains general ledgers, with complimentary subsidiary ledgers.
- Conducts internal audits of project or other accounting records; prepares adjustments and verification of the same, maintains, and analyzes records of materials, labor, and overhead to determine the cost per housing unit and to determine the division of the cost overhead between the different housing developments, units, or programs (project-based accounting).
- Analyzes inventory reports, inventory control, materials in stock, in process and finished products to determine cost, wastage and efficiency in conjunction with and assistance to the Maintenance Department and Management.
- Performs cost accounting analyses of monthly billings and analyzes proprietary operations in terms of future financial viability; formulates recommendations for adjustments and improvements in operations.
- Verify cash balances and forecast available cash that meets organizational requirements.
- Prepares trial balances and financial reports.
- Assists in the tracking of all authority program budgets and deadlines and contract monitoring and adherence, including the determination of procurement procedures, tracking, budgetary allocations and compliance.
- Assists in the tracking and monitoring of purchasing, invoicing, and payments for the same.
- Prepares and presents financial studies and plans in collaboration with other departments.
- Trains and supports Accounts Payable Specialists.
- Performs other related duties as required/assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor's Degree in Finance, Accounting, or a related field.
- Three (3) years of professional accounting experience.
- Or an equivalent combination of education and experience.
SPECIAL REQUIREMENTS
- Valid PA Driver's License

Knowledge of generally accepted accounting principles and procedures. Knowledge of the principles and practices of budgeting. Knowledge of modern office methods, practices, procedures, and computer equipment. Knowledge of governmental accounting principles and practices. Knowledge of complex principles and practices of budgeting. Knowledge of sound principles and practices of financial auditing. Knowledge of financial research and report preparation methods and techniques. Skill in preparing a variety of complex financial statements, reports, and analyses. Skill in operating a computer, including a variety of software programs. Skill in communicating clearly and concisely, both orally and in writing. Skill in developing and implementing accounting system modifications. Skill in analyzing and interpreting complex financial and accounting records. Skill in preparing a variety of complex financial statements, reports, and analyses. Skill in utilizing computer equipment and software to produce complex reports, informational items, tracking systems, and related documents. Skill in applying federal, state, and local laws and regulations pertaining to accounting, auditing, and grant activities. Ability to establish and maintain cooperative working relationships with those contacted in the course of work. Ability to present a professional attitude.
WORKING CONDITIONS
Work environment is primarily inside, where the noise and temperature levels are moderate.
