This position is responsible for providing day-to-day management and operational oversight of the Finance Department, ensuring accurate and timely financial reporting, compliance with federal and state funding requirements, and effective financial systems and internal controls. This role supports the Chief Financial Officer by maintaining strong financial operations, enabling strategic focus at the executive level.Reports To:

37.5 hours weekly, primarily Monday-Friday, 8:30 a.m. - 5:00 p.m. This position is located at the Katie Building (600 South Country Club Road, Tucson, AZ 85716). Some remote work may be available. Some travel is required.Major Duties & Responsibilities:
Manages and oversees all aspects of monthly financial operations, including month-end close, reconciliations, journal entries, and financial reporting. Reviews and distributes financial statements and reports to ensure accuracy, completeness, and compliance with organizational and regulatory requirements. Oversees grant accounting, billing, and financial reporting to ensure compliance with federal, state, and contract requirements. Coordinates and supports the annual Single Audit process, including preparation, documentation, and follow-up on findings. Monitors cash flow, general ledger activity, and financial discrepancies, ensuring timely resolution and accurate recordkeeping. Leads the oversight, evaluation, and implementation of financial systems, tools, and technology to improve efficiency and accuracy. Maintains and enforces internal financial controls, policies, and procedures in accordance with GAAP and applicable regulations. Supervises and develops Finance Department staff, including workload management, training, and performance oversight. Serves as the primary liaison between Finance and other departments regarding financial operations, billing, payroll, and grant-related activities. Supports the CFO in budget development, financial planning, reporting, and departmental projects.Essential Functions:
Oversees, plans, implements, directs, and manages all functions and resources within the department. Manages, guides, and provides leadership to a team of staff regarding workload, assignments, resources, training, and performance. Oversees the hiring, terminating, training, developing, performance review, and corrective action plans for staff. Assists in the development and administration of budgets, policies, projects, and programs within the department. Analyzes organizational needs and trends, reviews statistics and opportunities, and communicates to both executive leadership and reporting staff as needed. Communicates progress reports and analysis to both executive leadership and reporting staff. Ensures that work adheres to local, state, and federal governmental regulations, and other applicable rules and requirements. Uses virtual collaboration platforms to perform work as necessary (e.g., Zoom or Teams). Facilitates individual and team meetings and huddles, and ensures staff attend required trainings and agency-related events.Qualifications:
An equivalent combination of education and experience related to the position may be considered. A Bachelor's degree in Business Administration, Finance, Accounting, or a closely related field; a Master's degree or CPA designation is preferred. At least four (4) years of experience in accounting or finance in a nonprofit or government-funded setting; five (5) years preferred. At least three (3) years of experience in accounting operations management, including supervision of finance staff; five (5) years preferred.Additional Qualifications:
Must have reliable transportation. Must successfully obtain and maintain AZ Level 1 Fingerprint Clearance and Central Registry background clearance.Knowledge, Skills, and Abilities:
Knowledge of GAAP, fund accounting, and nonprofit financial accounting principles, including restricted and unrestricted net asset management. Knowledge of federal grant compliance requirements, including Uniform Guidance (2 CFR Part 200), allowable cost principles, and billing and reporting procedures. Knowledge of internal control frameworks and best practices for nonprofit financial operations. Skill in managing financial operations, including month-end close, reconciliations, and financial reporting. Skill in evaluating, implementing, and optimizing financial systems, software upgrades, and process improvement initiatives. Skill in advanced Microsoft Excel functions to develop financial reports, reconciliations, and data analysis. Ability to be an active, positive, and contributing member of the Management Team. Ability to coach, guide, and support staff to optimize productivity and morale. Ability to analyze financial data, identify issues, and implement effective solutions. Ability to communicate clearly and professionally with staff, leadership, auditors, and external stakeholders. While performing the duties of this job, the employee is regularly required to sit, walk, stand, and occasionally climb or balance, squat, stoop, twist, turn, push, pull, kneel, crouch, crawl, and reach with hands and arms. Hearing requirements include the ability to listen and respond appropriately to conversations in person, virtually, and over the phone. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. This position works in an office environment with low noise levels due mostly to office equipment. This position must lift and/or move up to fifty (50) pounds.
