Yes Location CountyAlbany Street Address161 Delaware Avenue CityDelmar StateNY Zip Code12054 Job Specifics Duties DescriptionUnder the general direction of the Director of Financial Administration, the Special Assistant (Assistant Director of Finance), will provide direction and oversight to the staff performing the budgeting and fiscal accounting activities for the NYS Justice Center for the Protection of People with Special Needs. Duties will include, but are not limited to, the following: Provide day to day control and direction of the
Budget Unit:
  • Make appropriate use of fiscal and physical resources in accomplishing objectives; ensure coordination among the operating units;
  • Delineate the scope, objectives and expected results of unit activities, develop plans for carrying out assignments;
  • Continuously review projects, adjust priorities, resources and staff assignments as required.
  • Responsible for Medicaid cash management support and staffing related tracking, particularly roster maintenance.
  • Coordinate and ensure the timely and accurate preparation, submission, and approval of quarterly reports, budget amendments, budget creations and vouchers related to grants and Federal awards. This includes the Office of Victim Services (OVS) and Technology Related Assistance for Individuals with Disabilities (TRAID) programs.
  • Review Justice Center lease payments for compliance with lease terms, and assist with the developments, review, and maintenance of Memorandums of Understanding between the Justice Center and other State agencies to ensure agreements accurately reflect new and ongoing obligations
  • Provide fiscal oversight, guidance, and budget support to the Interagency Coordinating Council for Services to Persons who are Deaf, Deaf-blind, or Hard of Hearing, including monitoring and advising on non-personal service spending, funding needs, and related fiscal activities. Monitor the quality and quantity of the unit's workload:
  • This position is responsible for the supervision of the Accounts Payable and Travel Units. This requires the review of work products to ensure completeness, accuracy and conformance with standards;
  • Analyze all agency fiscal policies and procedures and, as necessary, develop new or revised policies and procedures to ensure fiscal accountability and provide timely budget and fiscal planning information.
  • Knowledge of and experience using the Statewide Financial System. Review complex funding issues and develop recommendations and alternatives to management:
  • Meet with program managers, control agencies, federal agencies and other state agencies to review fiscal management concerns;
  • Discuss policy issues, methods of operation and resolution of problems with supervisory staff;
  • Consider and develop recommendations designed to address complex funding issues;
  • Present recommendations to Director of Financial Administration and Deputy Director of Administration; outline advantages, deficiencies, alternatives and options. Minimum QualificationsBachelor's degree and five years of relevant experience.
