Job Description

We are seeking our next Vice President of Administrative Services who will be all-in on our mission and serves as a senior executive leader responsible for providing strategic direction, oversight, and integration of the College's administrative and operational functions. This role leads the planning and execution of key institutional services, including financial operations, budgeting, procurement, facilities management, risk management, compliance, contracts, and operational effectiveness initiatives. The VPAS partners with the President and senior leadership to ensure sound fiscal stewardship, operational efficiency, and strategic alignment of resources in support of Amarillo College's mission and student success. The VPAS oversees the alignment of resources to institutional goals while ensuring compliance with all regulatory and policy requirements. The VPAS directly supervises the Associate Vice President of Business Affairs, the Director of Facilities Management, the Director of Procurement, the Director of the Bookstore and Café, and the Chief Information Officer of IT, and works collaboratively to achieve the organization's strategic objectives and maintain excellence in business operations.
EDUCATION
:Required:
Master's Degree Business Administration, Accounting, Finance, Public Administration or a related field. •A Master's Degree in an unrelated field or a Bachelor's Degree in Accounting, Finance, Business Administration or a related field may be considered with ten (10) or more years of related experience.EXPERIENCE
:Required :
Seven (7) years or more of progressively responsible executive-level experience in administrative services, finances, operations, or a related field. Demonstrated knowledge of governmental accounting, budgeting, and financial reporting principles, including familiarity with GASB (Governmental Accounting Standards Board) standards. Proven experience leading complex organizations, including strategic financial planning, debt management, and oversight of multiple operational units.Preferred:
Ten (10) years or more of executive leadership experience, preferably in higher education or public sector environment.LICENSURE/CERTIFICATION
Preferred:
Certified Public Accountant, Certified Public Manager. Develop and execute the college's financial and operational strategies, including long-range financial planning, resource allocation, and budget management, to support institutional priorities, optimize performance, and ensure long-term sustainability. Lead enterprise-wide operational effectiveness initiatives, ensuring administrative functions are aligned, service-oriented, and effectively support student success. Establish and promote a data-informed decision-making framework by implementing key performance indicators, dashboards, and analytics to monitor financial and operational performance and drive continuous improvement. Provide executive leadership and integration of administrative service areas, including finance, budgeting, procurement, facilities management, risk management, compliance, and information technology, ensuring coordinated operations and alignment with institutional strategy. Ensure the integrity and regulatory compliance of the college's financial reporting processes, including monthly, quarterly, and annual statements prepared in accordance with GAAP and all applicable federal, state, and local regulations. Develop and maintain strategic relationships with local, regional, state, and national partners, including governmental and funding partners, to enhance institutional reputation, support compliance, and advance resource development opportunities. Provide leadership, supervision, and performance accountability for direct reports, ensuring alignment with institutional priorities and operational excellence. Collaborate with senior leadership to align financial planning with institutional strategy, including capital planning, infrastructure investments, revenue optimization, and cash flow management to support long-term operational resilience Oversee internal and external audits, internal controls, and risk management processes to ensure regulatory compliance, protect institutional assets, and maintain the integrity of financial and operational systems. Provide strategic oversight of facilities planning, capital projects, and campus infrastructure to ensure safe, efficient, and future-ready environments that support teaching, learning, and operations. Perform other work-related duties as required. Demonstrated knowledge of governmental accounting principles and financial reporting requirements, including GAAP and GASB standards, and the ability to apply them in complex organizational environments. Strong strategic and operational acumen with the ability to develop, integrate, and execute financial and administrative service strategies that align resources with institutional priorities. Highly effective communication and executive presence, with the ability to translate complex financial and operational information into clear, actionable insights for diverse audiences, including governing boards and senior leadership. Proven leadership and change management capabilities with the ability to guide the organization through growth and transformation while maintaining accountability and continuous improvement. Demonstrated emotional intelligence and interpersonal effectiveness, with the ability to build trust and foster collaborative relationships across departments and stakeholders groups. Strong proficiency in financial and enterprise systems, with the ability to leverage data analytics and reporting tools to support decision-making and performance monitoring.Salary:
Amarillo College follows a lag pay strategy, with starting offers typically between the minimum and midpoint of the pay grade, rarely reaching the maximum to support long-term growth within each position. Pay grade 19 Amarillo College Pay Grades (salary is determined by Human Resources based on education, work experience and internal comparisons).Physical Demands:
While performing the duties of this job, the employee is frequently required to travel between offices and buildings, and requires the ability to lift, carry, push, pull and/or maneuver office supplies up to twenty-five (25) pounds as needed.Working Conditions:
Must be willing to work a flexible schedule (days, nights, weekends, holidays, and varying events if necessary).Work Environment:
This position operates in a professional office environment, routinely uses standard office equipment (i.e. computers, phones, copy and fax machines, filing cabinets). Software commonly used includes Microsoft Office, Colleague, and various other educational applications.
