Exempt Scope of Job The Associate Vice President (AVP) for Safety and Security serves as the senior leader responsible for the strategic vision, operational oversight, and continuous improvement of the University's comprehensive safety, security, and emergency preparedness programs. Provide executive leadership and administrative direction for the University Police Department, Emergency Management, Environmental Health & Safety (EHS), and Clery Act compliance. Description of Duties Ensures a safe, secure, and resilient campus environment that supports the University's academic mission while fostering trust, transparency, and collaboration with students, faculty, staff, and external partners. Provides strategic leadership to the University Police Department, Emergency Management, Environmental Health & Safety (EHS), and Clery Act compliance. Develops and implements a comprehensive, enterprise-wide safety and security strategy aligned with institutional goals. Coordinates emergency preparedness exercises with clinical leadership to ensure continuity of patient care during disasters. Advises executive leadership on risk management, crisis preparedness, regulatory compliance, and emerging threats. Establishes policies, standards, and performance metrics for safety and security operations. Leads long-term planning, including technology investments, infrastructure improvements, and staffing models. Directs the University's comprehensive emergency management program consistent with national frameworks (e.g., Federal Emergency Management Agency (FEMA) and the U.S. Department of Homeland Security National Incident Management System). Oversees development, testing, and maintenance of the University's Emergency Operations Plan and lead campus-wide preparedness initiatives, drills, exercises, and after-action reviews. Oversees programs related to occupational safety, laboratory safety, hazardous materials management, fire safety, and environmental compliance. Designs, plans, monitors UTRGV security at multiple sites to ensure the safety of all students, staff and visitors. Coordinates security with all local agencies to ensure seamless services for events and activities. Provides executive oversight for institutional compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. Plans and provides appropriate security for guests and for special events. Coordinates special projects for the President of UTRGV. Coordinates community/governmental agency interactions to further the success of the University. Performs other duties as assigned. Supervision Received General supervision from assigned supervisor. Supervision Given Direct supervision of assigned staff. Required Education Bachelor's degree from an accredited university. Preferred Education Master's degree from an accredited University. Licenses/Certifications None. Required Experience Seven (7) years progressively responsible experience in campus safety, law enforcement, emergency management or related field. Preferred Experience Experience obtained in Higher Education. Equipment Use of standard office equipment. Working Conditions Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. UTRGV is a distributed institution which requires presence at multiple locations throughout the Rio Grande Valley. Must be available for on-call responsibilities and emergency response. May be required to respond to campus incidents outside regular business hours.
