Job Description
Controller City of Katy | Katy, Texas | Full-Time About the Role The City of Katy is seeking an experienced and strategic Controller to oversee the City's accounting operations, financial reporting, auditing, and internal control systems. This executive-level position plays a critical role in ensuring fiscal integrity, regulatory compliance, and the delivery of accurate and transparent financial information to City leadership and stakeholders. As a key member of the Finance Department, the Controller will lead accounting functions, guide financial policy development, and support sound financial decision-making that aligns with best practices in municipal finance. What You'll Do Provide leadership and oversight of the Accounting Division, including general ledger, financial reporting, budgeting, grants, fixed assets, accounts payable, and payroll functions Develop, implement, and maintain accounting policies and internal control systems to ensure compliance with GAAP, GASB, and applicable federal, state, and local regulations Oversee preparation of financial statements, monthly and quarterly reports, and financial disclosures presented to City Council and external stakeholders Lead the annual audit process, serving as the primary liaison with external auditors and ensuring timely, accurate completion of the Annual Comprehensive Financial Report (ACFR) and related filings Review, analyze, and resolve complex accounting issues, ensuring accuracy and integrity of financial data and systems Ensure compliance with grant reporting requirements, including the Schedule of Expenditures of Federal Awards (SEFA) and single audit standards Supervise, train, and develop accounting staff, including performance management, workload allocation, and professional development Monitor financial operations to ensure efficiency, effectiveness, and compliance with established policies and procedures Collaborate with Finance leadership, external advisors, banking partners, and City departments to support strategic financial planning Serve as a subject matter expert on financial systems, policies, and reporting standards Participate in emergency management and continuity of operations planning as Critical Personnel What You Bring Bachelor's degree in Accounting, Finance, or related field (required) Minimum of four (4) years of progressively responsible accounting or auditing experience, preferably in governmental fund accounting At least two (2) years of financial reporting experience Strong knowledge of GAAP, GASB, and governmental accounting standards Proven leadership experience supervising accounting or finance teams Ability to analyze complex financial data and communicate findings to executive leadership and governing bodies Preferred Qualifications CPA, CGFO, or CPFO designation (or active pursuit of certification) Experience in municipal finance, public sector auditing, or government financial reporting Additional Details Role requires strong compliance oversight and adherence to federal, state, and local regulations Designated as Essential Critical Infrastructure and Emergency Management personnel Office-based executive leadership position with regular interaction across departments and external stakeholders Why Join the City of Katy? MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines:
Bachelor s Degree from an accredited college or university, Accounting or related field preferred Four (4) years of increasingly responsible experience in accounting/auditing, Government Fund Accounting preferred At least two (2) years of financial reporting responsibility.Knowledge of:
Knowledge of principles and practices of supervision, training, and personnel management. Knowledge of theory, principles and practices of Governmental Accounting and Auditing Standards. (GASB, GAAP and GAAFR) Knowledge of guidelines, schedules during audit for the completion of the Annual Comprehensive Financial Report (ACFR). Knowledge of cash management and investment principles and practices in accordance with local, State and Federal laws. Knowledge of record keeping requirements of State and Federal entities. Knowledge of accounting theory, principles, and practices and their application to a wide variety of accounting transactions and problems in a municipal government. Knowledge of the functionality of complex accounting systems. Knowledge of Federal requirements to administer Federal Grants and obtain compliance approval through the single audit process. Knowledge of compliance issuance with Schedule of Expenditures of Federal Awards (SEFA). Knowledge of general operations of all City services. Budget preparation, management and reporting.Skill in:

Analyze and interpret financial and accounting records and reports. Interpret and apply GAAP and GASB pronouncements. Manage deadline requirements. Execute and integrate complex financial analyses. Deliver Council and senior management level presentations. Supervise, motivate, and evaluate the work of subordinates. Prepare clear and concise administrative and financial reports. Interpret and apply applicable Federal, State, and local policies, laws and regulations. Apply professional accounting principles, knowledge, and experience. Establish and maintain effective working relationships. Move away from traditional systems, foster change, develop new work processes and remain open-minded.LICENSE AND CERTIFICATION REQUIREMENTS
Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO), preferred, or working towards.PHYSICAL DEMANDS AND WORKING ENVIRONMENT
