Job Description

Under the direction of the City Manager, this position plans, organizes, and oversees all financial activities, including accounting, budgeting, purchasing, accounts payable, accounts receivable, utility billing oversight, cash management, investments, debt administration, financial reporting, and audit coordination. Functions and responsibilities include the following: Direct and oversee all accounting, financial reporting, payroll, accounts payable, accounts receivable, utility billing oversight, and treasury functions of the City. Maintain accurate financial records in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and applicable state and federal regulations. Monitor revenues, expenditures, cash flow, investments, and financial performance of all City funds. Prepare monthly, quarterly, and annual financial reports for City management and the City Council. Ensure compliance with City financial policies, purchasing regulations, internal controls, and audit requirements. Oversee bank reconciliations, financial transactions, and general ledger maintenance. Coordinate the preparation, development, and administration of the City's annual operating and capital budgets. Coordinates performance of annual City audits and preparation of the Comprehensive Annual Financial Report (CAFR) within time parameters of State law. Analyze financial trends and prepare recommendations regarding revenues, expenditures, reserves, and capital improvement funding. Develop and update financial policies, procedures, and administrative controls. Attend and present financial information at City Council meetings, workshops, budget sessions, and other public meetings as required.
Qualifications:
Bachelor's degree in Accounting, Finance, or a closely related field. Certified Government Finance Officer (CGFO) preferred but not required 3-5 years of municipal finance experience that demonstrates the ability to develop complex operating budget(s) and broad knowledge of all facets of municipal financial administration; or an equivalent combination of education, training, and experience.
