JOB SUMMARY
The Vice President of Performance & Planning is the Chief Performance Officer of Laramie County Community College (LCCC). The Vice President (VP) ensures the College has systems in place to continuously assess performance, processes for planning designed to improve performance, and services that support these activities. The VP collaboratively develops systems that assess student learning, academic programs, and college services. The VP serves as the Accreditation Liaison Officer (ALO) for coordinating institutional accreditation activities to the Higher Learning Commission while supporting programmatic accreditation activities as needed. The VP oversees and ensures the effective deployment of stakeholder-focused services including institutional academic assessment, institutional research, sponsored awards and compliance, and project management. The VP assists LCCC administration in the formulation and interpretation of issues, analysis of trends, and institutional outcomes while playing a critical role linking planning, resource allocation, and assessment of institutional effectiveness. Assessing Performance:
Establishes, monitors, and improves systems that assess performance at the institutional, academic program, college services, and student learning levels. The Vice President (VP) is responsible for these systems: Assessing Institutional Performance- determines institutional performance overall. The VP ensures that a robust and effective system is in place to monitor institutional performance on those metrics, measures, or key performance indicators that are directly tied to the College's mission, vision, and values. Student Learning Assessment
- determines institutional performance regarding student achievement of proficiency on course-level, program-level, and general education outcomes. The VP collaboratively establishes, maintains, and improves the system for how student learning is assessed. Assessing Academic Programs
- determines how well the College's academic degree and credential programs are functioning from both an effectiveness and efficiency perspective.
- determines the institutional performance of various services and support areas of the College in achieving their intended purpose. Like assessing academic areas, this system must ensure the College's service areas are functioning both effectively and efficiently with a continuous quality improvement (CQI) focus. This process includes both effective short
- and long-cycle assessment components.
Planning, CQI, and Quality Assurance:
Ensures robust, effective processes are in place that allow LCCC to assure the expectations of the College's stakeholders, encourage evidence-informed actions that focus on continuous quality improvement, and generate planning at both the strategic and operational levels. This is accomplished through the deployment of the following processes: Institutional Quality Assurance through Accreditation- serves as the College's Accreditation Liaison Officer (ALO) to the Higher Learning Commission overseeing and collaboratively coordinating a process for maintaining Institutional Accreditation. Strategic Planning
- The College President is responsible for ensuring LCCC has a purposeful, aggressive, and comprehensive strategic plan.
- The VP collaborates with internal stakeholders on the design, deployment, and improvement of processes associated with operational planning and execution of those plans for the areas of institutional assessment (academic programs, student learning, and college services).
Providing Effective Stake-Holder Services:
Ensures the provision of effective services critical to stakeholders involved in navigating the assessment systems and processes under the Performance & Planning functional area.These services include:
Institutional Assessment- ensures that the College has access to support and structures that facilitates the execution of a systematic and effective process of student learning assessment to include the identification of the areas of greatest opportunity for growth. This includes the oversight of the Institutional Assessment Office and its director. Institutional Research
- provides services to stakeholders that pertain to institutional research, data-informed decision making, and continual analysis of performance to help focus individuals and the institution on the areas of greatest opportunity for improvement at LCCC. This includes the oversight of the Institutional Research Office and its director. Project Management
- ensures the College's stakeholders have access to support and structures that help execute major initiatives aligned with appropriate plans and the identification of areas for greatest improvement stemming from assessment activities. This includes the oversight of the Project Management Office and its director. Sponsored Awards and Compliance
- ensures that LCCC continually strives to identify, seek, and secure and or assist others in the same pursuit of opportunities that bring additional resources to the College that align with the institutional mission and CQI-initiated plans.
Functional Department Management:
Successfully and effectively manages the people and resources within the Performance & Planning Division, including oversight of the management of the functional departments and work groups within this area. This functional tasking area may include: Provides strong, dynamic administrative leadership, fostering an environment that engenders a culture of evidence and continuous quality improvement. Utilizes a rational systematic process to facilitate fiscally responsible budgeting within the division, including direct oversight for planning, assessing trend data, facilitating relevant research, preparing and presenting proposals, and advocating for support of financial resources when necessary. Guides overall staff development directly and or by working with senior managers to plan and implement professional development and growth for staff. Provides effective managerial oversight of direct reports, to include providing timely and relevant performance feedback, annual evaluations, and ongoing mentorship to promote effective and consistent leadership throughout the Performance & Planning Division. Directly, or via delegation, provides oversight to the hiring and performance management of staff within the various areas under the VP's purview. Leads overall intra-departmental efforts to plan and implement an approach to recruiting, developing, and retaining staff who demonstrate knowledge, skills, and attitudes that foster an inclusive campus climate. Other tasks may be assigned based on contemporary institutional needs.KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge Strong understanding of strategic planning processes, institutional research, and assessment methodologies. Knowledge of data analytics, reporting systems, and performance management tools. Understanding of higher education institutional and program accreditation processes, preferably with the Higher Learning Commission's open pathway. Knowledge of change management strategies and models that enhance institutional performance and adaptability. Knowledge of Ellucian's (formerly Datatel) Colleague, SQL and basic programming skills is helpful. Comprehensive knowledge of research methodologies and analytical approaches; Background in research methodology, preferably with proven design and application in a higher education setting; community college research abilities desired. Knowledge of continuous quality improvement methods and models. Knowledge of strategic and operational planning models and approaches, program and service review, project management, and integrating resource allocation, planning and assessment. Skills Excellent written, oral and interpersonal communication skills; the ability to maintain collegial relationships and work as a team-player able to work successfully and productively in a team environment and/or independently; Ability to organize, summarize, and report information in a meaningful fashion, including the ability to concisely display information in tables or graphs. Expertise in using institutional research software, data analytics platforms, and performance dashboards (e.g., Tableau, Power BI, etc.). Proficient in statistical analysis, with the ability to analyze detailed information and provide a concise summarization of results. Abilities Demonstrated ability to provide sustained leadership in a dynamic and rapidly changing higher education environment focused on continuous quality improvement. Ability to communicate clearly with a variety of people, in one-to-one and small group settings- either face-to-face, by telephone, or by other electronic means

There may be occurrences of interacting with employees and/or students, past employees and/or students, members of the general public, and others who express opinions, may exhibit strong emotions, which will require the employee to interact professionally, diplomatically, and appropriately in such situations While performing the essential duties of this position, an employee would frequently be required to move around the assigned work areas as well as within hallways, meeting rooms, and other parts of the campus facilities There may be multiple/daily instances of prolonged sitting, standing, and personal computer use, which would include keyboard and/or mouse usage as well as viewing a computer monitor An employee must frequently lift and/or move up to 20 pounds. Specific vision abilities required by this position include close vision, distance vision, and ability to adjust focus The overall work environment requires the mental ability to shift focal point quickly due to interruptions; an employee must be able to mentally track multiple projects and tasking as wellNOTE:

A master's degree in higher education administration, business administration, public administration, strategic planning, or a field related to the outcomes of this position from an accredited college or university. A minimum of five (5) years of progressive leadership experience in institutional planning, performance assessment, institutional research, strategic management, or related area of responsibility. Experience in managing complex projects related to institutional effectiveness, planning, accreditation, and performance measurement. Experience managing and leading individuals and cross-functional teams.- In lieu of the required degree, candidates with equivalent professional experience, industry certifications, or a combination of education and relevant work experience may be considered.
Preferred Qualifications :
A doctoral degree in higher education administration, business administration, strategic management, or a field related to the outcomes of this position from an accredited college or university. Specialized certifications related to institutional research, assessment, or planning (e.g., Certified Institutional Researcher, Project Management Professional, Six Sigma, etc.). Demonstrated experience leading the development and implementation of long-term institutional strategies that support student success, academic excellence, and operational efficiency. Prior experience working with executive leadership and board members in shaping institutional priorities and assessing progress against strategic goals. Experience with accreditation processes and external reporting, including familiarity with institutional accrediting bodies. Experience in designing and implementing change management strategies that enhance institutional performance and adaptability.
