Job Description

This position is provisional, you will need to take the Fire Chief Civil Service Exam, when it is available, and score in the top 3 to be appointed permanently to this position. Deadline to apply is June 5, 2026.
General Statement of Duties:
Is responsible for all activities of the fire department; performs other Public Safety related functions as required and deemed appropriate.
Residency Requirement:
Candidates must be a resident of the City of Fulton or any reasonable combination of municipalities both in and outside of New York State contiguous to the City of Fulton.
Minimum Qualifications:
Promotional:
Candidates must be permanently employed in the competitive class and must have served continuously on a permanent basis on the Fulton Fire Department one (1) year as Assistant Chief, four (4) years as a Lieutenant and or Captain, or fifteen (15) years performing the required duties as a firefighter. Candidates will be able to take the exam as long as they reach the required years of service in the same calendar year of the exam. Candidates shall meet the minimum qualifications for Fire Chiefs as outlined in Civil Service Law 58. Possess National Certification as a Fire Officer 3, pursuant to National Fire Protection Association (NFPA) 1021 Standard for
Fire Officer Professional Qualifications:
Maintain fitness standards in compliance with
OSHA 29CFR 1910.134
Respiratory Protection Standard, 29 CFR 1910.156 Fire Brigade Standard and any established by the Authority Having Jurisdiction (AHJ): Meet the minimum qualifications established by the municipal civil service agency having jurisdiction. The following education and experience may be substituted for
NFPA 1021
Fire Officer 3 Certification, upon approval of the
State Fire Administrator:
A) NYS Supervisory Level 1 certification pursuant to 19 NYCRR 426.9 (i.e. NYS Fire officer 1 certification) and ten (10) or more years of service as fire chief in a civil service position; or B) Possess National Certification as a Fire Officer 2, pursuant to
NFPA 1021
; and I) Ten (10) or more years of progressive supervisory responsibility in the field of fire or emergency services and 60 college credits; or II) Five (5) or more years of progressive supervisory responsibility in the field of fire or emergency services and 120 college credits; or III) Five (5) or more years of service as fire chief, in a civil service position; or IV) Five (5) or more years of service as a chief officer (Assistant Chief, Battalion Chief, Deputy Chief) in a civil service position and completion of the National Fire Academy, Executive Fire Officer Program or the Center for Public Safety Excellence, Chief Fire Officer designation.
Open-Competitive:
A. Graduation from a regionally accredited or New York State Registered College or University with a Bachelor's Degree in Fire Science or related Emergency Services Field and ten (10) years of active service in a paid/career fire department, four (4)of which must be as a Fire Captain or Fire Lieutenant. Must have and maintain certification as NYS Code Enforcement Officer and meet the minimum requirements as set forth in NYS Civil Service Law § 58-a at the time of permanent appointment. Fire Officer III or a Bachelor's Degree in Fire Service Administration or Emergency Management is preferred. or B. Graduation from a regionally accredited or New York State Registered College or University with an Associate's Degree in Fire Science or related Emergency Services Field and twelve (12) years of active service in a paid/career fire department, four (4) of which must be as a Fire Captain or Fire Lieutenant. Must have and maintain certification as NYS Code Enforcement Officer, and meet the minimum requirements as set forth in NYS Civil Service Law § 58-a at the time of permanent appointment. Fire Officer 3 or a Bachelor's Degree in Fire Service Administration or Emergency Management is preferred. or C. An equivalent combination of training and experience as defined by the limits of A and B above.
Special Requirements:
Candidate must have a maintain certification as NYS Code Enforcement Officer.
Driver's License:
Candidates must possess a current and valid NYS Operator's license at time of appointment.
