Essential Duties and Responsibilities This class differs from the Payroll Technician in that the duties and responsibilities are concentrated in the specialized area of financial, accounting, accounts receivable and payable and statistical work which requires considerable interpretation and analysis. A high degree of independent judgment is required to resolve problems and to provide input into the resolution of major problems that occur. Although duties assigned are in the fiscal and accounting area, the incumbent is expected to be cross-trained in the duties assigned to the Payroll Technician.
EXAMPLES OF DUTIES 1.
Assist with budget development and other periodic financial reports. 2. Receives, analyzes, evaluates and prints budget and identifies potential discrepancies and special project processing requirements for a variety of source documents, (i.e., Print Shop, utilities, fund expenditures, etc.) 3. Contacts staff to resolve questions and problems in source information or to advise of necessary modifications in site or departmental records, and inform of policies. 4. Updates chart of accounts; maintains accounting records for specially funded project accounts and prepares periodic reports and claims. 5. Reviews and audits associated student body records' audits, verifies and corrects miscellaneous income documents and mails 1099 statements; prepares journal entries. 6. Invoices organizations for District services; performs collections follow-up on delinquent accounts; receipts incoming moneys; makes bank deposits; prepares cash receipts and abatement reports; reconciles bank statements. Creates data bases; analyzes, verifies and prepares reports of accounts payable and receivable; process account abatements; audits, reimburses and maintains records of petty cash funds; reviews and evaluates requests for revolving cash fund checks and types supporting documentation. 8. Performs data control, verifying printouts against source documents and control figures. 9. Develops and generates a variety of forms, documents, lists, reports, and correspondence. 10. Provide technical information and instruction regarding applicable procedures. 11. Prepare list of warrants for board meetings; assists in the preparation of board reports. 12. Makes routine verifications of purchase orders and personal reimbursements in accordance with established procedures. 13. Manages consultant's expenses; mileage; travel to conferences; and related expenses. 14. Answers questions requiring research and an in-depth knowledge of the work. 15. Operate business office equipment including calculator, typewriter, computer equipment, including network applications and standard office software applications. 16. Code and enter information into the computer; update, verify and correct input. 17. Assist in end of the year accounting procedures, including State mandated reports. 18. Manage uniform cost accounts. 19. Analyze and manage contracts. 20. May train other staff as requested. 21. Perform related duties and responsibilities as required.
DESIRABLE QUALIFICATIONS
Knowledge of:
 General principles and practices of accounting.  Financial practices and procedures including basic principles of accounting and budgeting.  Pertinent federal, state and local laws, codes and regulations and associated accounting procedures.  Basic principals and procedures of financial record keeping and reporting.  Advanced school accounting record keeping procedures.  Fund accounting, budgetary and financial analysis and research procedures.  Proper English usage, grammar, punctuation and spelling.  Relevant business mathematical functions.  In-depth knowledge of Federal and State categorical program accounting.  Familiar with purchasing standards and policies including uniform cost accounting.
Ability to:
 Analyze fiscal data and draw appropriate conclusions.  Read, interpret and follow office directives, federal and state accounting regulations and procedures manuals.  Provide technical assistance to school district personnel involving financial record keeping procedures.  Operate business office equipment including typewriter, calculator and computers.  Interpret and apply accounting principles, rules, regulations and procedures involved in the maintenance and control of records and preparation of financial statements. Fiscal Technician, Pacifica School District Page 3  Identify and resolve record keeping problems through the application of government accounting procedures.  Review and perform complex and specialized financial work relating to the preparation, processing and maintenance and preparation of statistical reports accurately.  Communicate clearly and concisely, both orally and in writing.  Establish and maintain cooperative working relationships with those contacted in the course of work.  Analyze situations and resolve problems.  Calculate and implement a variety of accounting transactions accurately.  Operate business office equipment including a variety of computer application software programs.  Organize and prioritize work to meet deadlines and manage time effectively.  Exercise discretion and judgment during the course of work contacts.
