Job Summary:
This semi-professional work includes inspection, maintenance, and construction activities related to stormwater facilities, rights of way, and roadways under the City's jurisdiction. It must comply with Federal, State, and local regulations, including the City of Largo's National Pollutant Discharge Elimination System Permit Regulations. Work is performed under the direct supervision of a supervisor or designated supervisor to ensure adherence to schedules, safety, and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay. ALL LEVELS
(Trainee within12 months of hire) Inspects and maintains street and stormwater facilities throughout the City and reports needed repairs to the supervisor Operates Class-A CDL vehicles in transporting equipment and other materials to and from job sites or other locations as needed Operates small power tools to maintain roadways, City right-of-ways, or recreation areas Operates small equipment, portable mixers, box blades, and other equipment as directed Follows standard safety precautions in the operation of equipment, performs minor maintenance and routine housekeeping on assigned equipment
TECHNICIAN I
(All of the above, and:) Operates equipment, including forklifts, flatbed trucks, asphalt trucks, tractor-mowers, and mini-wheel dump trucks Handles chemicals for waterways and roadway spraying Sets line and grade for roadway and stormwater construction Inspects, maintains, repairs, or constructs streets, alleyways, easements, right-of-ways, sidewalks, waterways, ditches, culverts, and other stormwater facilities throughout the system Follows standard safety precautions in the operation of equipment
TECHNICIAN II
(All of the above, and:) Functions as Crew Leader when needed Certified to train other staff and employees in the safe and proper operation of heavy equipment Operates equipment including street sweeper, vacuum truck, closed caption television truck (CCTV), and Gradall
TECHNICIAN S ENIOR
(All of the above, and:) Reads and follows blueprints Functions as Crew Leader Operates Class-A CDL vehicles in transporting equipment and other materials to and from job sites or other locations as needed Team Skills Supports honest and transparent decision-making Collaborates with all team members in a way that builds upon ideas and takes personal accountability and ownership of projects, roles, and assignments Openly exhibits a positive attitude, in words and action, and encourages others to do the same Performs related work as required.
EMERGENCY RESPONSE STATUS
As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
TRAINEE High School Diploma or General Education Diploma (GED) and one (1) year of experience in the operation of trucks, tractors, or other equipment related to stormwater and roadway construction or an equivalent combination of training and experience Must possess a Florida CDL B permit with air brakes within six (6) months of hire and within 12 months of hire a permanent Class B license For continued employment, must possess or obtain before an employee's anniversary date in position: Intermediate Maintenance of Traffic Certification NIMS Training FDEP Sediment and Erosion Control Certification FSA Stormwater Level I or FWPCOA Stormwater Class C and B Certification Pinellas County

High School Diploma or General Education Diploma (GED) and eight (8) years of experience in the operation of trucks, tractors, or other equipment related to Stormwater and Roadway construction or an equivalent combination of training and experience Must possess a Florida Class A CDL with Tanker and Haz-Mat Endorsement For continued employment, must possess or obtain before the end of the probationary period (6 months): Intermediate Maintenance of Traffic Certification NIMS Training Hazardous Material Certification FDEP Sediment and Erosion Control Certification For continued employment, must possess or obtain before an employee's anniversary date in position: FSA Stormwater Level I & Level 2 or FWPCOA Stormwater Class C and B Certification National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP)
Knowledge, Skills, and Abilities:
Knowledge of, or ability, to learn Federal, State, County, and local government regulations with regard to the National Pollutant Discharge Elimination System permit Ability to be trained in the operation of trucks, tractors, and other light equipment Ability to understand and follow oral and written instructions Ability to make minor repairs and adjustments to equipment Sufficient physical strength and agility to perform heavy manual labor General knowledge of chemicals, fertilizers, herbicides, and cleaning chemicals
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment:
20% inside a climate-controlled building and 80% outside, which may include driving.
Physical Requirements:
The essential functions of the job require sitting approximately one (1) hour per day, standing approximately three (3) hours per day, and walking approximately four (4) hours per day. The job also requires frequent fine manipulations, reaching, repetitive motion, and lifting objects weighing up to 15 pounds, with occasional grasping and carrying objects weighing up to 45 pounds. On rare occasions, the work requires bending/stooping, climbing a ladder, crawling, kneeling, pulling, pushing, and carrying objects weighing more than 45 pounds.

Hearing:
Ability to hear radio and phone and understand what others say in normal conversation and on the telephone.
Speaking:
Ability to communicate orally with others and speak effectively on the phone.
Seeing:
Ability to see and read computer monitor screens, operate a vehicle, and read normal print.

The work requires driving and possession of a valid Florida CDL as designated by the position assigned.
Technology:
The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and all associated software.
